The league was increased to 14 teams compared to the previous season. 1966/67 there was therefore no relegated from the category e Parë, for the new season Apolonia Fier and Ylli i Kuq Pogradec rose again after several years of abstinence in the first division. The defending champion was KS Dinamo Tirana.
After five seasons, which were played across the years, the rhythm of the game was changed back to the calendar year for one season, but then played again from autumn to spring, so that there was no first division football to be seen in the first half of 1969.
