The league comprised only nine teams instead of fourteen compared to 1948. In 1948 the Albanian federation decided to set the championship dates from spring to autumn based on the western model, but the decision was reversed due to pressure from the Soviet side and the series that had already started in autumn 1948 was canceled after six match days and restarted in spring 1949. For the restart, 8 Nëntori Shijak and Apolonia Fier joined the original eight teams of the canceled 1948/49 season.
