Despite the small size of São Tomé and Príncipes, 31 municipal partnerships with Portuguese municipalities already exist or are being initiated (as of 2015). They are a sign of the close Portuguese-São-Toméic relations since the partnership realignment of Portuguese foreign policy after the far-reaching Carnation Revolution in 1974 and the subsequent end of the colonial Estado Novo dictatorship in Portugal. The islands of São Tomé and Príncipe have been a Portuguese colony since their discovery and settlement in the 15th century .

The partnerships exist on different levels, for example between districts ( concelhos ), municipalities ( freguesias ), individual places or even regions. The first Portuguese-São-Tome city friendship was established in 1983 in the two capitals of São Tomé and Lisbon .
