The Swiss Civil Democratic Party (BDP Switzerland) , French Parti bourgeois démocratique Suisse (PBD) , Italian Partito borghese democratico Svizzera (PBD) , Romansh Partida burgais democratica Svizra PBD ? / i , is a political party in Switzerland that was founded at the national level on November 1st, 2008 in the Glarner Landesbibliothek as a split from the Swiss People's Party (SVP). BDP shares of votes

When it was founded in 1971, the SVP saw itself as a bourgeois center party. Under the intellectual leadership of Christoph Blocher , it has pursued a much more right-wing policy since the 1990s. This led to trench warfare in the cantons of Bern , Glarus and Graubünden in particular , as the SVP there, which emerged from the Democratic Party or the Farmers, Trade and Citizens' Party , traditionally had a more moderate bourgeois orientation.

The scandal came when Eveline Widmer-Schlumpf from Graubünden was elected to the state government in the 2007 Federal Council elections against the will of the SVP parliamentary group instead of the previous Federal Councilor Christoph Blocher and the then SVP Graubünden refused to remove Widmer-Schlumpf from the party to exclude. Since SVP Switzerland could not exclude individual members of cantonal parties according to the statutes, it decided to exclude the entire SVP Graubünden. This was then renamed the Bourgeois Democratic Party. Originally, the name for the new Swiss Civil Party (BPS) was intended; it was changed after protests by the existing Swiss Citizens' Party , a right-wing micro -party , as it feared losing the abbreviation BPS. Since a legal dispute might arise because of the name of the bourgeois party , the people of Graubünden ultimately chose the current name.

In the SVP Bern, whose former Federal Councilor Samuel Schmid was also no longer viewed as its Federal Council by SVP Switzerland, the split was also discussed and implemented with the establishment of the BDP Bern. SVP exponents split off from the party in the canton of Glarus and founded the BDP Glarus . As a result, the BDP Switzerland was founded on November 1st, 2008 in Glarus .

Further cantonal parties were later founded, but these could not be viewed as a spin-off from the SVP. Most of the members of these sections were non-party before they joined, and there were a few former politicians from various bourgeois parties.

In the Swiss parliamentary elections in 2011 , the BDP ran for the first time in national elections. She received 5.4% of the vote and 9 seats in the National Council. Their only Council of States, Werner Luginbühl from Bern , was re-elected in the second ballot.

Hans Grunder was elected as the first party president at the founding meeting of the BDP Switzerland on November 1st, 2008 . Martin Landolt replaced him on May 5, 2012 . In the election campaign for the Swiss parliamentary elections in 2015 , the BDP mainly campaigned for the energy transition and the bilateral path. In these elections she won seven seats in the National Council (−2) with a share of the vote of 4.1% (−1.3%), and she was able to defend Werner Luginbühl's seat in the Council of States again. After the National Council elections in autumn 2015, Eveline Widmer-Schlumpf resigned from the Federal Council at the end of 2015.

In the elections in 2019 the BDP recorded heavy losses. Their share of the vote fell by 1.6% to just 2.5%. After Luginbühl's resignation, the BDP lost its representation in the small chamber and could no longer form its own parliamentary group in the National Council. The remaining three national councilors politicized in the CVP faction.

Cantonal parties

The BDP is divided into 16 cantonal parties after a temporary high of 17 sections today (as of December 2015). The BDP Obwalden, founded on its own authority, is not a cantonal party of the BDP.

BDP Graubünden

The BDP Graubünden has its origins in the Graubünden Democratic Party, which was founded in 1919. In 1971, the Democratic Party merged with the Farmers, Trade and Citizens' Party to form the Swiss People's Party, which was then renamed SVP Graubünden. Since it was excluded from the SVP, it has now been called BDP Graubünden. The BDP Graubünden has (since the elections on June 3, 2010) two government councilors and 25 (out of 120 elected by majority ) members. In the 2011 National Council elections, the Graubünden BDP was the second strongest party in the canton with 20.5% of the votes. National Councilor Hansjörg Hassler was re-elected. In the districts of Inn ( Lower Engadine , Val Müstair ) and Hinterrhein , the BDP achieved its best results with over 30% each.

BDP Bern

In the wake of ongoing wing fighting in the Swiss People's Party (SVP), the possibility of splitting off liberal forces was considered for the first time in 2000.

After the expulsion of the Graubünden SVP, exponents of the SVP Bern, who formed the "Bubenberg Group", demanded that SVP Bern leave SVP Switzerland, but did not find a majority with this demand. Therefore, on June 21, 2008 they founded the Civil Democratic Party of Canton Bern (BDP Bern for short). The founding members included the National Councilor Ursula Haller , Councilor Werner Luginbühl , Government Councilor Urs Gasche and 17 members of the Bernese Grand Council . Several local sections of the Bernese SVP joined the BDP. When his local party SVP Rüti bei Büren joined the BDP, the then Federal Councilor Samuel Schmid also became a member of the new party.

In the municipal elections in the following elections, the BDP was able to hold its own quite well. In the city council election (legislative) in Bern on November 30, 2008, just a few months after its founding, the BDP immediately achieved parliamentary strength with 7.8% of the votes and six seats. In communities such as Burgdorf , Köniz , Lyss and Langnau im Emmental , in which some active SVP politicians had converted to the new party, the BDP was able to win between 15% and 20% of the votes in the municipal parliament elections in 2008 and 2009.

In the cantonal elections on March 28, 2010, the Cantonal Party President Beatrice Simon was elected to the Government Council of the Canton of Bern. You could thus defend the seat of the resigned Urs Gasche. In the government council, Simon took over the finance directorate previously held by Gasche. In the Grand Council elections, the BDP Bern achieved a share of the vote of 16.0% and was thus able to expand its parliamentary representation to 25 seats. The BDP performed particularly well in the Seeland , but comparatively weakly in the Bernese Oberland , and clearly the weakest in the French-speaking Bernese Jura .

In the 2011 National Council elections, the BDP received 14.9% of the vote and four of the 26 Swiss National Council seats. The previous Ursula Haller and Hans Grunder (elected for the SVP in 2007) and the new Urs Gasche and Lorenz Hess were elected . The regional distribution of votes remained similar to that of the cantonal elections in the previous year. The only exception was the Bernese Oberland, where the BDP now performed above average, while otherwise it remained below the share of the vote in the Grand Council elections.

In the Grand Council elections on March 30, 2014, the BDP suffered massive losses, lost 11 seats and now has 14 seats in the Grand Council of the Canton of Bern.

BDP Glarus

SVP members dissatisfied with the political style of SVP and their actions against SVP Graubünden, together with former SVP members, founded the BDP Glarus on August 28, 2008 in Ennenda , after they had already formed the Liberal parliamentary group in the district administrator on June 5 . Among them was the only SVP government councilor Robert Marti , SVP vice-president Martin Landolt , the SVP parliamentary group leader in the district administrator Ernst Disch and seven other SVP parliamentarians from the liberal party wing, which was committed to the tradition of the former Democratic Party.

The first president of the BDP Glarus is Martin Landolt. He was elected to the National Council in a replacement election on February 8, 2009 , with which the BDP reached the strength of a faction in the federal parliament and was able to found its own faction .

In the district elections on May 30, 2010, the Glarus BDP received 16.6% of the vote and 10 district seats.

BDP Aargau

The BDP Aargau was founded on November 21, 2008. In the parliamentary elections on March 8, 2009 it was possible to win four seats (out of 140). The elected BDP grand councils joined the CVP parliamentary group. In the 2012 elections, the BDP Aargau achieved 4.4%, which corresponds to six seats and thus parliamentary group strength.

Other cantons

Since autumn 2008, BDP sections have been established in all of the larger German-speaking cantons (in the cantons of Thurgau , Aargau , Schwyz , St. Gallen , Zurich , Solothurn , Basel-Landschaft , Lucerne and Basel-Stadt ). Bilingual (French / German) sections have also been established in the cantons of Valais and Friborg , and purely French-speaking ones in Vaud and Neuchâtel .

Most of the members from these parties were previously not politically active, and a few were involved in the FDP or SVP. The most prominent members of these smaller sections are the former Zurich SVP National Councilor Lisbeth Fehr and the Dübendorfer Mayor Lothar Ziörjen (1980–1999 SVP).

Outside the three founding cantons, the BDP ran for the National Council elections in the cantons of Aargau, Basel-Landschaft, Zurich and Lucerne. In the elections to the district administrator of the canton of Basel-Landschaft on March 27, 2011, the BDP won 4 (of 90) seats. On April 3, 2011, the BDP received 3.5 percent of the votes and 6 (of 180) seats and thus parliamentary group strength in the elections in the canton of Zurich. In the canton of Lucerne, on the other hand, the BDP only received 1.6% of the votes and clearly missed entry into the cantonal parliament.

In the National Council elections on October 23, 2011, the BDP ran in all cantons in which there were sections. In the new cantons, it did well mainly in the Central Plateau. It achieved over 5% of the votes in the cantons of Aargau, Basel-Landschaft, Thurgau and Zurich. In Aargau it was given one seat in the National Council and two seats in the canton of Zurich. In the French-speaking part of Switzerland, the BDP performed significantly weaker and did not achieve more than 2% of the votes in any district (with the exception of the Bernese Jura).

After the federal elections, the BDP was able to move into the cantonal parliaments of Friborg, St. Gallen, Solothurn and Thurgau. In the Freiburg Grand Council elections on November 13, 2011, the BDP won one seat each in the two German-speaking districts of Sense and See . The BDP also won two seats (out of a total of 120) in the elections to the St. Gallen cantonal parliament on March 11th . In the canton of Thurgau, the BDP received five seats on April 15, 2012. In the elections in the French-speaking cantons of Vaud (March 11, 2012), Neuchâtel (April 28, 2013) and Geneva (October 6, 2013), however, the BDP was unable to win a single seat. In the parliamentary elections in the Basel area on February 8, 2015, the BDP lost two seats and now has only one seat. In the elections of March 29, 2015 for the Cantonal Council of Lucerne, the BDP could not get a seat in parliament.

On December 9, 2015, the Cantonal Section of Neuchâtel decided to dissolve it after only five years of existence due to a lack of motivation from its members. In the cantonal elections on February 28, 2016, the BDP lost its two seats in the St. Gallen Cantonal Council and has not been represented in the canton's legislature since then.
