Baden State Parliament (1947–1952)

The Baden Landtag was the first freely elected parliament in the federal state of Baden that was established in the French occupation zone after the Second World War . The state parliament was the successor body to the advisory state assembly elected by local delegates . The state elections took place on May 18, 1947 at the same time as the vote on the constitution of the state of Baden drawn up by the consultative state assembly . The constituent session of the state parliament took place on May 29, 1947.

Electoral term

The state parliament was elected for four years and the electoral term had expired on May 29, 1951; the new election should have taken place in the spring of 1951. Because of the planned amalgamation of Baden with Württemberg-Hohenzollern and Württemberg-Baden , the electoral period was extended by inserting Article 126a in the constitution until the three states were unified. The constitutional amendment required for this was approved by the population in a referendum on November 18, 1951. It became necessary after the Federal Constitutional Court declared the First Federal Restructuring Act, which provided for an extension of the electoral term to March 31, 1952, to be invalid.

In the state elections on May 18, 1947 , the CDU emerged as the clear winner with 55.9 percent of the vote, the SPD received 22.4 percent, the FDP 14.3 percent and the KPD 7.4 percent. This resulted in the following distribution of mandates:

Despite the absolute majority of the BCSV, a coalition government was formed with the SPD on June 26, 1947 ( Wohleb I cabinet ), because the military government wanted the Social Democrats to participate. A grand coalition including the Democratic Party failed because of the dispute over the Ministry of Economic Affairs.

Bureau

At the constituent meeting, Karl Person ( CDU ) was elected President of the State Parliament. His deputy was Franz Geiler ( SPD ), who was replaced by Philipp Martzloff after his death on August 14, 1948 . From October 1948 the office of a second deputy was set up, to whose owner Otto Vielhauer ( FDP ) was elected.
