From 1982 to 2001 he was diocesan bishop of the diocese of Gurk-Klagenfurt , from 2001 to 2015 diocesan bishop of the diocese of Graz-Seckau and at the same time deputy chairman of the Austrian bishops' conference .

Life

Kapellari went in Leoben to school and graduated there in 1953. He then studied until 1957 at the University of Graz Law and became a doctor of law doctorate . He then studied theology at the University of Salzburg and the University of Graz.

On July 9, 1961, he was ordained a priest by Bishop Josef Schoiswohl in Graz . From 1962 to 1964 Kapellari was chaplain in the Graz Kalvarienberg parish. Subsequently, until the end of 1981 he was university chaplain of the Catholic university community and head of the Afro-Asian Institute in Graz. From 1968 he also worked in the direction of the Graz seminary and was appointed monsignor (chaplain of his holiness) on September 15, 1973 .

On December 7, 1981, Kapellari was appointed diocesan bishop of the Gurk-Klagenfurt diocese by Pope John Paul II . The episcopal ordination received his Archbishop Karl Berg on 24 January 1982. co-consecrators were the bishops Johann Weber and Maximilian Aichern . His motto is Omnia vestra, vos autem Christi (Everything is yours, but you belong to Christ).

On March 14, 2001 he was appointed diocesan bishop of the Graz-Seckau diocese and took over its leadership on the same day. In the Austrian Bishops 'Conference he was responsible for numerous areas at the same time or one after the other: from 1982 to 1992 as advisor for youth pastoral care ("Youth Bishop "), from 1982 to 1992 as a member of the Council of European Bishops' Conferences (CCEE) , through two periods of office also as a member of the Pontifical Council for the Dialogue with Non-Believers in the Vatican, from 1997 to 2015 as a member of the Commission of the Bishops' Conferences of the European Community (COMECE) in Brussels, also as Bishop for Liturgy, Culture and the Media. From 2001 to 2015 Kapellari was also the deputy chairman of the Austrian Bishops' Conference. Known as the media bishop , he was also President of the Catholic Media Academy in Vienna .

His resignation as diocesan bishop to reach the age limit of 75 years was 2011 by Pope Benedict XVI. nunc pro tunc (= now for later) and at the same time extended his term of office by two years.

In addition to his diverse tasks as a bishop, he found time to write challenging books that made him internationally known: books on numerous topics between church and society, above all on liturgy and the relationship between church and art . The book Holy Signs was published in a total of seven languages.

On the occasion of the 54th Styrian Pastors' Week in September 2011 in Seggau Castle , Kapellari spoke out in favor of a fine for priests who do not observe celibacy .

On the subject of pastors ' initiative, Kapellari wrote in a pastoral letter in 2012 that he wanted to do everything so that reform-oriented Catholics could "remain in the great ship of the diocese and the universal church", but objected to the fact that "some [...] take the wheel of this church ship on their own initiative" wanted to. This leads to "division".

In March 2013 Kapellari banned the pastor of St. Veit am Vogau , Karl Tropper, from preaching at Easter because of repeated verbal attacks against Islam and homosexuals . In the event of further “excesses” the bishop reserved the right to intervene.

In September 2014 Kapellari forbade the "Service on the Edge", a mass celebration for homosexuals, remarried divorced people and single parents, which the pastor of the parish association of Kirchberg an der Raab and St. Margarethen an der Raab , Bernhard Preiss, wanted to celebrate for the second time and described it as “going it alone that was not thought through to the end”. However, he wanted to keep talking to Preiss. It was reported from Kirchberg that they wanted to consider how these services could be continued in a different form.

On January 24, 2015, Kapellari announced in a pastoral letter that he would resign in a few days. His move was remarkable: Kapellari resigned after more than four years of unsuccessful waiting for his age-related recall and for a successor at the head of the diocese and no longer waited for a decision from Rome. The resignation was made on January 28, 2015 according to canon law. 401 §1 of the Codex Iuris Canonici effective after the corresponding announcement of his resignation was announced in a bulletin of the Holy See .

The Graz Cathedral Chapter took over on January 28, 2015 according to Can. 419 of the Codex Iuris Canonici (CIC) as a college of consultants interim management of the diocese and elected for the time of the vacancy of the diocese of Graz-Seckau according to Can. 421 §1 CIC the previous vicar general Heinrich Schnuderl as their diocesan administrator .

The appointment of Kapellaris' successor and new Bishop of Graz-Seckau, Wilhelm Krautwaschl , by Pope Francis took place on April 16, 2015 and was announced on the same day in a bulletin of the Holy See . Bishop Kapellari acted at the consecration Bishop Krautwaschls on June 14, 2015 Graz Cathedral next to the main consecrator Archbishop Franz Lackner as Mitkonsekrator.
