The Burgenland Football Association (BFV) is the umbrella organization of the football clubs in Burgenland. He is a full member of the Austrian Football Association (ÖFB).

The board of directors of the BFV and its sub-committees support the football clubs in Burgenland in their work to organize football and to run it in a regular manner.

BFV committees

The following committees and departments are subject to the supervision of the Executive Board. These are made up of the speakers and chairmen elected by the general meeting and the other members appointed by the board:

  • The 4 group committees: (Burgenland League, groups north, middle and south) serve to safeguard the sporting and economic interests of the clubs and are elected by the respective group meetings (made up of all the clubs belonging to the respective group)
  • Certification committee:
    This is responsible for the certification and evaluation of all competitive games of the BFV.
  • Referee Committee:
    This organizes referees in Burgenland.
  • Youth and Popular Sports Committee:
    This is responsible for the promotion and control of youth football as well as the organization and implementation of the youth games. In addition, he is responsible for the development and implementation of a long-term mass sports concept and the integration of trend sports in the area of ​​the BFV.
  • Finance Committee:
    This is responsible for regulating the financial affairs of the BFV.
  • Match committee:
    This prepares the championship classification, the draw and takes care of all agendas related to match operations in close coordination with the group committees, the youth and women's football department. In addition, he is responsible for organizing the selection games and the indoor championship.
  • Criminal, Reporting and Control Committee (STRUMA):
    This carries out the tasks regulated by the ÖFB in the relevant regulations and provisions.

Members of the BFV

The BFV has full members, honorary presidents, honorary members and relatives. Corporations cannot become members of the BFV.

  • Ordinary members are the association clubs as well as the members of the board elected by the general assembly, the Burgenland League chairman and the group chairman.
  • Honorary presidents and honorary members are persons who are appointed by the general meeting for their special services to the sport of football. You have the right to sit in the general meeting.
  • Relatives are the members of the board appointed by the board, the officials of the Burgenland national and regional league clubs, the subcommittee members, the auditors, the members of the Burgenland referee board as well as the players, coaches, officials and employees of the association clubs registered with the association. You have the right to sit in the general meeting, but no right to vote, unless you are a representative of an association.

History of the BFV

The BFV was founded in 1923. In order to prevent those interested in football in the newly founded Burgenland, which was founded in 1921, from migrating to the neighboring federal states of Lower Austria and Styria, a meeting was held by Josef Cekal (Parndorf), Peter Zakall, Josef Spielhofer and Franz Luttenberger (all Neufeld) at Gasthof Gieswein in Eisenstadt Officials of the football clubs Eisenstadt, Deutschkreutz, Mattersburg, Neufeld and Parndorf, which at that time already belonged to the ÖFB. The "Landesfußballverband Burgenland" was founded with Josef Cekal as president, Alois Weinberger as treasurer and Stefan Zweig as association captain.

On March 22, 1924, the first ordinary general assembly of the Burgenland Football Association, with around 20 participating clubs, took place in Wiener Neustadt, which was then the easiest to get to by traffic, and on March 29, 1924 the first board was constituted with Josef Cekal as president and Eduard Hausmann as association secretary as well as Messrs. Krause, Pauschenwein and Inführ as association captains and Kern, Neubauer, Winter and Lang as board members.

In 1924, three districts were planned for championships:

From 1926, in addition to the BFV, the Burgenland regional group of the VAFÖ (Association of Austrian Workers' Football Associations) also existed in Burgenland. The fateful political year of 1934 also had a massive impact on football in Burgenland. The VAFÖ was dissolved, the BFV divided into two state associations (District North and District South). The larger northern district was "voluntarily" dissolved on May 24, 1936, the smaller district was dissolved in 1938 and joined the Reichssportverband.

The rebuilding in 1945

In the autumn of 1945, a start was made to re-establish a nationwide football association. In October 1945, a provisional state board was set up in the Ostmark café in Eisenstadt:

The BFV had its first secretariat in Eisenstadt, Pfarrgasse 8. 1960 was able to move to a larger clubhouse in Haydngasse. In 1989 the "Sporty House" at Hotterweg 67 was inaugurated. At this address, the BFV has offices and meeting rooms as well as accommodation and natural and artificial turf pitches.

The Burgenland Football Academy was opened in Mattersburg in 2009 , a joint project of the BFV with the Province of Burgenland, the City of Mattersburg and SV Mattersburg. A modern football facility was built on 115,000 square meters, consisting of four grass and two artificial turf pitches and a student dormitory.

    Class sizes and promotion and relegation regulations

    The Burgenland League consists of 16 clubs and in exceptional cases can be temporarily increased to up to 18 clubs. This exceptional case occurs if more than two clubs from the Regionalliga Ost are relegated to the Burgenland League in one season .

    The class strengths of the other leagues and classes are based on the total number of clubs per group. According to this total number, the clubs are divided into the three performance levels based on a fixed key. Accordingly, each division consists of a maximum of 16, but at least twelve clubs.

    particularities

    • Group South : With the basic numbers 69, 70, 71, the division between the two 2nd classes can be changed, but none of the two classes may contain fewer than 12 and more than 14 clubs
    • Group North : With the basic numbers 41, 42, 43, the 2nd league is to be gradually reduced to 14 clubs, i.e. H. the following distributions can be achieved: GZ 41 : 14/14/13, GZ 42 : 14/14/14, GZ 43 : 15/14/14.

    Clubs that are new to the championship only count towards the base number after their first season and clubs that withdraw from the championship are counted in the base number in the first season after they have been eliminated. Any deviations from the class size tables that may arise as a result must be compensated for in the following season (s) by increasing promotion or relegation.

    Every master has the right to promotion to the next higher division, i. H.

    • the champion of the regional league rises to the regional league east
    • the champions of the 2nd leagues are promoted to the Burgenland League
    • the champions of the 1st class move up to the 2nd leagues
    • the masters of the 2nd grade advance to the 1st grade

    All last-placed players must be relegated to the assigned sub-division, i.e. H.

    If the class strengths specified by the allocation key cannot be achieved through these ascents and descents, there may be additional promoters and relegators.

    Changes from the 2010/11 season

    For the time being, for the 2010/11 season, the promotion and relegation rules were changed in the groups north and center. In addition to the masters of the 1st and 2nd classes, the second-placed players also advance to the 2nd division or 1st class. Accordingly, the penultimate of the 2nd leagues and 1st class must also be relegated. However, if more than 3 clubs have to relegate due to this regulation, the fixed promotion for the second-placed teams will not apply.

    In the board meeting on June 6, 2011, this solution was also confirmed for the future, as the variant originally preferred by the BFV with a fixed promoter and a relegation place turned out to be not feasible in terms of time.

    League structures in the past

    • 1946 to 1952/53:

    The BFV had set up again in autumn 1945. Since there were already active clubs and a promising development, all clubs were invited to join the BFV. Since nothing was known about the playing strength of the clubs, a regional competition with three groups of six in the districts of Eisenstadt and Mattersburg was announced in the spring of 1946. The three best in each case should be combined into 1st class and the others into 2nd class. In the south only friendlies took place due to the bad traffic situation. In the districts of Neusiedl and Oberpullendorf, the clubs had laid the foundation stone for a game operation of their own accord, but this remained a torso, especially in the first district, as new clubs kept joining.

    The first full championship after the Second World War was played by the groups North (Neusiedl) and Middle (Eisenstadt and Mattersburg) each with a 1st and 2nd class, the Oberpullendorf group had one division (1st class) and the South group - regional divided into two parallel "departments" A and B (2 1st classes). Each group was allowed to participate in the determination of the national champion with one club, so the two first-class champions of the group south had to play playoffs.

    In the following years, the league structure was still characterized by great instability. Newly entered, but also eliminated clubs were one cause, another was the very modest transport infrastructure, which was improving from year to year, and the possibilities that were available to the clubs for traveling to the away games.

    • 1947/48:

    There were three changes compared to the previous season. The group north dissolved their 2nd class and only played with a 1st class. The group middle divided their 2nd class, which consisted of 14 clubs, in order to bridge the traffic difficulties in 2 relays. The group south in turn regrouped their two divisions in a 1st and a 2nd class. The 2nd class south was divided into 2 squadrons a year later. The national champion was again determined between the masters of the 1st class.

    After the traffic conditions had improved a little, the plan of a regional league was implemented in 1949/50, which made the lengthy procedure of determining the national champion obsolete. The league, comprising 12 clubs, was composed as follows: 2 clubs in the north group, 5 clubs in the middle group, 1 club in the Oberpullendorf group and 4 clubs in the south group. The promotion to the national league in the following years should be determined by a qualification tournament of the four champions of the 1st class, in which three promotion places were played out. A year later this was reduced to 2 newcomers.

    The championship structure below the regional league consisted of the four first classes. Among them were two 2nd grades each in the middle and south groups. The groups Nord and Oberpullendorf played without 2nd class.

    • 1950/51:

    Before the 1950/51 season there was a first comprehensive, pioneering group reform. The North, Middle and Oberpullendorf groups have been combined into a new North group. This group played the championship with two 1st classes (North A with clubs from ND and EU, North B with clubs from MA and OP) and three 2nd classes (North A with clubs from ND, North B with clubs from EU and MA and North C with clubs from OP) and a newly founded 3rd class in the EU district. After 2 years of existence, the 3rd grade was integrated into the 2nd grade and at the same time the number of 2nd grades was increased to four.

    The group south played unchanged with a 1st and two 2nd classes, but had to complain about the dissolution of many clubs in the following year and from then on only played with a 1st class.

    • 1953/54 to 1960/61:

    In 1953/54 the group North, which had meanwhile grown too large, was divided into the groups North and Middle. This group classification already corresponded to the division according to districts (north: ND and EU, center: MA and OP and south: OW, GS and JE). An exception was the SC Zagersdorf, which was divided into the championship of the middle group from 1961 to 1968 due to its location as the southernmost club in the EU district. The group north played with two 1st and 2nd grades. The middle group managed with a 1st and 2nd class each. One class was still sufficient in the south.

    There were also regular changes as a result. At the request of their clubs, the middle group divided their 2nd class into 2 seasons in 1954/55, then converted the 1st class and the two 2nd classes into two 1st classes and one 2nd class, which had to be dissolved soon afterwards. However, not because the clubs of the 2nd class would have been eliminated, no, all seven clubs were integrated into the two 1st classes, from which three clubs had stopped playing during the championship last year. However, only two years later, the middle group with six clubs from the Oberpullendorf district and the UFC Sieggraben was able to resume playing in 2nd class.

    In 1956/57, a group of clubs joined the South Group, which had already played a "wild championship" in the previous year, so a 2nd class could now be settled again below the 1st class. Probably because the other two groups also had two first classes, the group south made two first classes out of their two game classes in 1959/60.
    Only the Northern group ended the 1950s without regrouping.

    • 1961/62 to 1966/67:

    In the 1961/62 season, two 2nd leagues were created between the state league and the 1st classes. The best-placed clubs in the 1st class qualified for these two divisions. The 2nd division north comprised the clubs from the districts ND, EU and MA, the clubs from the district OP were assigned to the 2nd division south with the southern clubs. Since the 24 freshly made second division clubs lacked the substructure, the 2nd grades, with the exception of the Northern group, with only clubs from the ND district, were dissolved.

    From the beginning of the 1960s there was some stability in the league structure. Only two new 2nd classes were created to accommodate the growing number of member clubs. In 1962/63 a 2nd class south was created (once again), and a season later a 2nd class middle with clubs from the Oberpullendorf district.

    • 1967/68 to 1978/79:

    There was a restructuring from the 1967/68 season for two reasons. On the one hand they wanted to raise the level of the game, on the other hand the call of the 2nd class clubs for an increase in class size became louder. In each group, the two first classes were merged, and two second classes were placed under each first class, in the south between 1968/69 and 1971/72 even three. In 1972/73 the structure with one 1st and three 2nd classes was replaced by two 1st and 2nd classes each.

    In the 1st class, the first and second placed were allowed to move up to the 2nd division. The clubs were divided into the regionally cheaper relay. As a result, clubs from the OP district that were assigned to the 2nd division south had to compete in the 2nd division north. Therefore, at least three of the second leagues had to be relegated. As a rule, only the masters were allowed to advance in the 2nd grade.

    • 1979/80 to 1989/90:

    With the game year 1979/80 a long-cherished wish of the group center was fulfilled, a second division center was created. Since the already low number of clubs in the 2nd class would have resulted in an additional reduction, reforms were also carried out in the 2nd class. Here the rigid group separation according to districts was dissolved and instead of the six only five 2nd classes (2nd class A to E) were offered. These were divided into regions every year. In the group south the two first classes were merged again. With the exception of the regional league (15 clubs) and 2nd class C (13), only divisions with 14 clubs were created.

    1982/83 was readjusted. It was decided to divide 1st class south again into 2 squadrons. In addition, it was determined that the masters of the 2nd grade have to advance as follows:

    • 2nd class A to 1st class north
    • 2nd class B to 1st class north or middle
    • 2nd class C to 1st class middle
    • 2nd class D to 1st class A south
    • 2nd class E to 1st class B south
    With this a "prejudice" was made for the currently valid class division, because the 2nd class C developed into a purely Oberpullendorfer matter and was thus a forerunner for today's 2nd class middle, while the 2nd classes D and E in truth nothing else than today the 2nd grades A and B south.
    The class division worked very well for a while, but towards the end of the 1980s the number of clubs in 2nd class A and B fell sharply until only eight clubs were playing in 2nd class B in the 1989/90 season (the Championship was held as a double round, i.e. four times each against each other).
    • 1990/91 to 2011/12:

    Due to the lack of clubs mentioned above, the area of ​​the 2nd grade was reformed. From five there were four 2nd classes, each placed under the four 1st classes. At the same time, the promotion of the runner-up in the 1st classes north and middle was abolished. This classification is valid including the season 2011/12.

    • from 2012/13

    After the 2011/12 season, the two first grades were merged in the south group. The structure in the south looks like this:

    • 2nd performance level: a 2nd league
    • 3rd performance level: a 1st class
    • 4th performance level: two 2nd classes

    Discussion points regarding the league structure in recent years

    In recent years there have been discussions mainly in the Northern group. When the number of clubs in the 2nd class north fell to 12 in the early 2000s as part of the increase in the 2nd division north, displeasure among the clubs about the low number of games arose. At the request of the clubs, a play-off mode was introduced: After a round-trip round (22 rounds), the best six clubs played an upper play-off for promotion to 1st class north and the remaining six a lower play-off. Off. Since this was not a satisfactory solution for the clubs either, in connection with a step-by-step reduction of the 2nd division north with the basic numbers 41, 42 and 43 (see above), a "normal" championship with round trip rounds was switched back to.

    From the mid-2000s, some clubs in the Northern group wanted two parallel "district leagues" instead of 1st and 2nd class. The arguments put forward were the actually longest journeys to away games in the Northern group (up to 80 km) and increased spectator interest in the case of more local derbies by district leagues. On the other hand, it was argued that the staging must be carried out uniformly throughout Burgenland: In the case of district leagues, a club in the Northern group could already be promoted to the Burgenland League with two promotions, while the other clubs would have to advance three times. In addition, one would create two "protection groups" with district leagues, ie game classes from which there is no relegation, which could have a negative effect on motivation. The request was not heard at the BFV.

    Again and again, additional fixed climbers were discussed that could increase the tension. But here too there was no convincing majority for a long time. Before the start of the 2010/11 season, however, a second fixed promotion and, accordingly, relegation was decided in the north and middle groups, initially for this one season.

    In general, reform efforts do not meet with open ears everywhere, even due to special constellations in the class composition. The 2nd North League has been known as the "Seewinkelliga" for many years, as most of the clubs come from the Neusiedl district. Until the mid-2000s, with one exception, all clubs in the Mattersburg district played in the 2nd division middle and the 2nd class middle has consisted almost exclusively of clubs in the Oberpullendorf district for over 25 years.

    The geographical conditions with some barriers with the Neusiedlersee between the clubs from ND and EU, the Sieggraber Sattel between MA and OP and the Geschreibstein between OP and OW form "natural" boundaries, which on the one hand have an impact on the routes and on the other hand create an emotional sense of belonging the respective regions in the population.

    There will probably only be a need for reform when other clubs stop playing in the future (in recent years, with SV Müllendorf, SV Krensdorf, SC Eisenstadt, ASK Miedlingsdorf, SV Rauchwart and SV Hackerberg, some clubs have already been eliminated from the championship). At the beginning of February 2011, the group south decided to streamline its class structure from the 2012/13 season. Instead of two 1st and 2nd grades below the 2nd division as before, there will only be one 1st and two 2nd grades.

    Championship for reserve teams

    Every club that would like to take part in the championship operation of the BFV with a combat team must also provide a reserve team. The reserve championship is held as a separate competition parallel to the combat teams, i. H. the reserve teams play as a prelude to the same opponents as the fighting team. The champions are honored by the BFV with master’s certificates in the same way as the combat teams, but there is no separate promotion and relegation. Regardless of their placement, the reserves rise or fall with their combat team.

    The Burgenland clubs that take part in competitions in the Bundesliga or Regionalliga Ost that do not have their own reserve competition are obliged to provide an amateur (Bundesliga) or Ib team (regional league) in the BFV's combat team. Clubs in the 1st Bundesliga are entitled to classification in the Burgenland League, clubs in the First League in the 2nd leagues and regional league clubs in the 1st classes. As the 2nd combat teams, these teams are subject to the promotion and relegation regulations of the BFV, but may be up to max. move up a league below their team.

    BFV Cup

    The Burgenland Football Association also organizes a cup competition. The BFV-Cup is currently named "Raiffeisen-Cup" after the competition sponsor. The cup winner receives a fixed starting place in the 1st main round of the ÖFB Cup. The BFV-Cup was introduced in 1995 on the initiative of the group chairman in the middle, Kurt Lipovits. Before that, there were already two three-year intermezzos with previous competitions in 1946–1949 and 1974–1977, but these have been discontinued.

    format

    The BFV-Cup is held in the knockout system. All rounds are decided in one game, in the 1st round the lower ranked club has home rights. If there is a draw after 90 minutes, the winner will be determined immediately (without extra time) in a penalty shoot-out. The first 4 cup rounds are held within the group (north, center, south A, south B). Semi-finals and finals within each group will be held in tournament form on one day. The venue is either drawn by lots or awarded on the basis of applications. The middle group will not have a final tournament in the 2010/11 season, but will hold the semi-finals and finals in the same way as the 1st and 2nd round.

    The 4 group winners then contest the national final round. This is played in the form of a tournament on one day, with the three groups (north, center, south) alternating as organizers. The venue is always the place of the group winner of the group that holds home right (in the south alternating South A and South B).

    qualification

    All BFV clubs that do not have the opportunity to qualify for the ÖFB Cup via the championship in the current cup season are eligible, i.e. all clubs below the Burgenland League. Therefore the champions of the second leagues are not qualified for the BFV Cup. The qualification takes place on the basis of the championship final position of the previous season.

    BFV Indoor Masters

    The BFV holds the BFV Indoor Masters in the 2nd half of January. The BFV clubs can qualify for this through indoor tournaments organized by the clubs and registered with the BFV. Depending on the playing strength of the participating clubs, a coefficient is calculated for each tournament according to the qualification guidelines, which is credited to the tournament winner three times, the second twice and the third simply as master points. The seven clubs with the most points take part in the indoor championship alongside the defending champion.

    The Indoor Masters will be played in two groups of four with a subsequent semi-finals and finals on one final day. The most successful participant is SV Neuberg with a total of six indoor titles.

    Burgenland women's league

    The BFV endeavors to run its own women's league, provided that there are enough participants. After a long break this was z. B. possible again in the 2010/11 season. Some women's soccer teams from Burgenland take part in the Bundesliga, NÖFV and StFV competitions. In the 2013/14 season, FC Mönchhof and SC Neusiedl am See play in the 1st class of the Vienna League.

    Burgenland Women Cup

    Since 2018/19 women have been playing a cup competition under the Burgenland Football Association called the Burgenland Women’s Cup. The winner of the cup competition gets a fixed starting place in the 1st main round of the ÖFB Ladies Cup.

    BFV competitions in the youth sector

    The BFV holds competitions for young talent in the following age groups. In order to put the idea of ​​play above the idea of ​​performance in children's football (= U12 and younger), the BFV does not keep tables for these age groups and does not hold any championship honors.

    The championship competitions are usually held in autumn in groups that are as regional as possible. In the spring, the groups will be reallocated according to their performance. In youth football (= U14, U16) so-called performance leagues are formed, the top-ranked teams of which then determine the national champions in a play-off.

    In the youth competitions U6 to U14, girls and boys are allowed to play together in a team. In mixed teams, the cut-off date for girls is reduced by one year (for example U15 girls in the U14 competition or U13 girls in the U12 competition).     Most successful clubs

    SV Oberwart leads the statistics of all Burgenland champions after the re-establishment of the BFV in 1945 in all matters. With a total of 20 championship titles, including an impressive 13 national championship titles, he is the superior record champion. Even if you take the two clubs from whose merger it emerged, SC Oberwart would still be the sole record holder of national championship titles in 1912. The clubs that follow in the statistics (Deutschkreutz, Parndorf, etc.) are mostly the result of mergers between two predecessors.

    In these statistics, however, it should be noted that

    1. it relates exclusively to the leagues and classes of the BFV and the strongest clubs play outside of these competitions (in the national or regional league) and thus they "lack" the chance to achieve a championship title in Burgenland - and that
    2. so-called “elevator teams” collect more championship titles than clubs that consistently belong to one division. So found z. B. SV St. Margarethen, who played successfully in the Burgenland League for decades with "only" three championship titles far behind SV Güttenbach, who won seven first and second class championships but never succeeded in to advance to the Burgenland League.

    The table is sorted by default according to the total number of championship titles won, in order to take into account that it is relatively as difficult for a 2nd class club to become champions in one class as it is for a Burgenland League club in its own . Since the table can be sorted, it can also be displayed according to the individual game levels. It recognizes z. B. the following:

    • Burgenland League:
      • 26 different clubs could win the national championship title
      • Record champions are Oberwart (13) ahead of Mattersburg (6) and Baumgarten and SC Eisenstadt (5 each)
    • 2nd league:
      • Record champions are Deutschkreutz and Jennersdorf (6 each) ahead of Eberau and Güssing (5 each)
    • 1st Class:
      • Record champion is Deutschkreutz (8) ahead of Großpetersdorf, Kittsee and Frauenkirchen (7 each)
    • 2nd Class:

    Cup winner 1975–1977

    At the initiative of the clubs, the BFV Cup was reintroduced in the 1974/75 season.

    • 1974/75: USV Rudersdorf in the final against SC Schachendorf 3: 1 and 1: 0
    Participants: 60 teams including those of the Regionalliga Ost - In the semifinals, USV Rudersdorf defeated SC Neusiedl 1-0 in 1919 and SC Schachendorf defeated ASC Miedlingsdorf 5-0.
    • 1975/76: USV Rudersdorf in the final 2: 2 and 3: 3 (away goal rule) against SC Pinkafeld
    Participants: 58 teams including those of the Regionalliga Ost - In the semifinals, USV Rudersdorf defeated ASC Marz 4-1 and SC Pinkafeld defeated ASV Kittsee 3-1.
    • 1976/77: SC Neusiedl 1919 in the final 4: 1 and 1: 1 against ASV Siegendorf
    Participants: 61 teams including those of the Regionalliga Ost - In the semifinals, SC Neusiedl defeated SV Markt St. Martin 3-0 and ASV Siegendorf beat SV Heiligenkreuz 5-3.

    After that, the BFV Cup was discontinued.

    Most successful clubs

    The outstanding cup fighter is the SV Markt St. Martin. With three cup victories in four finals, he leads the statistics of the overall competition as well as - quite superior - those of the cups in the middle group. It is also the only club that has been able to defend its title. SV Welgersdorf and ASV Zurndorf were each able to enter twice in the overall winner list. A “tragic” hero is probably SC Wiesfleck. Together with SC Pinkafeld, he is the record holder with three wins in the South A group, all three times he was able to make it into the overall finals, but just as often had to leave the field as a loser.

    SV Eberau is the only club that has won two different group competitions. As a club of the II. League South, it was assigned differently in the course of the regional allocation of qualified clubs at its appearances.

    Successes per group

    Interestingly, after just four applications, each group was able to register once on the list of winners. The group north, which won the first competition in 1996, had to wait 13 years for the next success (both times the winner was Zurndorf). The middle group achieved five of their six triumphs within eight years (2001-2008). Group South A was able to place a final participant just as often as group Middle, but only won a final four times.
