2008 Atlantic hurricane season

Hurricane Ike was a hurricane of the 2008 Atlantic hurricane season that impacted the Turks and Caicos Islands , Haiti , Dominican Republic , Cuba , Florida , Mississippi , Louisiana , Texas , Ohio River , Ontario, and Québec .

A tropical disturbance developed off the coast of Africa from the end of August. The system migrated south past Cape Verde and developed slowly. On September 1, the NHC classified the fault as Tropical Depression Nine, west of the Cape Verde Islands. On September 3, Ike developed an eye and was upgraded to a hurricane by the NHC. Ike intensified very quickly, the central pressure dropped by 43 hPa within twelve hours. During this time, Ike developed into a category 4 hurricane with wind speeds of 230 km / h. On the way of the storm over the Turks and Caicos Islands it destroyed 80% of all houses. At least 47 people lost their lives in Haiti.

On September 8, at 1:45 a.m. (UTC), the center of Ike reached the Cuban coast near Cabo Lucrecia , Municipio Banes on the north coast of the Holguín province, at speeds of around 200 km / h . The eye at this point was 30 km in diameter. The clouds reached at the edge of the eye up to a height of 16 km. After that, Ike moved at a speed of around 210 km / h along the north coast towards the province of Las Tunas . In the south of the province of Ciego de Ávila , Ike went out to sea again and moved along the south coast of Cuba towards the province of Pinar del Río, which was already badly affected by Hurricane Gustav . Ike caused severe damage to buildings, infrastructure and agriculture, especially in the eastern provinces. The Cuban authorities put the amount of damage at over seven billion US dollars . In eleven of 14 provinces, the electricity was switched off as a precaution on Tuesday evening, September 9th. According to the Cuban authorities, four people were killed. Over two million were taken to safe accommodation as a precaution.

On September 11th, Ike reached Category 2 and headed for Texas . Due to its immense extent of 1400 km in diameter, Hurricane Ike pushed a tidal wave several meters high in front of it. Ike landed between Corpus Christi and Houston in the early hours of September 13th . In Galveston , which was devastated by a hurricane with 6,000 victims in 1900 , and in several coastal areas, the authorities ordered the evacuation and a million people to leave the coastal areas. Texas Governor Rick Perry said up to 1.5 million people could die without evacuating the vulnerable areas.

Consequences of Hurricane Ike

According to Governor Perry, the damage in the megacity of Houston was not as bad as feared, but there was "severe damage to the infrastructure" in surrounding counties . Over a length of 160 kilometers, around 100,000 houses were affected by flooding. The city of Galveston , about 30 kilometers southeast of Houston, was largely flooded. There was serious damage to the power supply facilities. In the flooded areas, helpers were on the way to 140,000 people who had resisted the forced evacuation. The rescue operation is considered the largest in Texas history.

Turks and Caicos Islands

The first inhabited area to feel the effects of Ike was the UK- owned Turks and Caicos Islands . On Grand Turk Island there was widespread power failure, 95% of the houses were damaged, a fifth of them seriously. On South Caicos, more than a third of the homes were significantly damaged or destroyed. The damage was generally less on the other islands in the archipelago. Due to the extent of the destruction, the government declared Grand Turk and South Caicos a disaster area. In total, around 750 people were left homeless on the Turks and Caicos Islands.

Haiti

The outer rain bands of Ike caused further flooding in Haiti . The country was already devastated by Hanna and was also badly hit by Fay and Gustav . The last remaining bridge to the town of Gonaïves has been wound away, slowing relief efforts and deepening the humanitarian crisis in the region. 74 deaths were reported in Haiti by Ike, most of them from the coastal settlement of Cabaret , which was torn away by floods and landslides. Prime Minister Michèle Pierre-Louis asked for international help, noting that the four storms killed more than 550 Haitians and left more than a million homeless in three weeks. She also announced that parts of Gonaïves were so badly damaged that the city would probably have to be rebuilt elsewhere.

Cuba

Ike caused severe damage , especially in the eastern provinces of Holguín , Guantánamo and Las Tunas . In eleven of fourteen provinces the electricity was switched off as a precaution. In the coastal city of Baracoa , Guantánamo province alone , waves up to seven meters high damaged or destroyed around 1,000 houses. There was severe damage to all parts of the infrastructure: Numerous streets were washed away, trees were pulled up, power poles overturned, hospitals destroyed. Large parts of the harvest, especially avocado, sugar cane and bananas, were destroyed in the hardest hit regions, which further increased the chronic food shortage in Cuba and the dependence on expensive imports. Beaches and the tourist infrastructure in eastern Cuba, for example in Guardalavaca, were also badly affected. Many tour operators had temporarily canceled trips to the eastern part of Cuba. The Cuban government asked the US to ease the embargo on Cuba in order to be able to import urgently needed funds more easily. However, this was rejected by the US government. The Cuban government estimates the damage caused by Ike alone at over seven billion US dollars and the total damage in the 2008 hurricane season at just under ten billion dollars.

United States

Due to the intensity of the hurricane, Texas closed most of its oil refineries before the storm hit. The United States is largely dependent on the capacity of Texas refineries, and because of this, this shutdown resulted in temporary increases in gasoline, heating oil and natural gas prices. Seventy dead were attributed to Ike in the United States, including 33 in Texas , eight in Louisiana , one in Arkansas , two in Tennessee , one in Kentucky , seven in Indiana , four in Missouri , two in Illinois , two in Michigan , seven in Ohio and one in Pennsylvania , with 365 still missing at the time. On September 11, the 178 m long cargo ship MS Antalina left the port of Port Arthur with several others to avoid the hurricane. The ship, loaded with petroleum coke, got into distress on September 12 when the engines failed and the ship drifted about 145 km off the coast, incapable of maneuvering. The crew first tried to restart the engines and when this failed, the United States Coast Guard was asked to evacuate the 22 sailors on board. However, the rescue operation had to be canceled because the weather conditions had already become too bad for a rescue and the crew was forced to wait for the hurricane to pass on the ship. The crew survived the storm unscathed and on September 13 a tug was dispatched to tow the ship back to port.

The storm surge blown ashore by Ike hit the Louisiana coast much earlier than the hurricane center struck the Texas coast on Sept. 13. Ike flooded again some middle and western stretches of coast of Louisiana that had already been inundated by Gustav. In some areas of the state the power supply was not yet restored after Gustav and Ike caused additional failures. The area affected most location in and around the Cameron Parish , which in 2005 by Hurricane Rita and in 1957 by Hurricane Audrey was devastated. The coastal areas were almost completely flooded and the areas covered by the storm surge extended northward to Lake Charles . Hundreds of residents had to be rescued

A person drowned in a flooded bayou in Terrebonne Parish and one died as a result of the storm near Houma . Two people were killed in a road accident during the evacuation in Iberville Parish , and two other storm- related deaths at Jefferson Davis Parish were natural. Two utility workers were electrocuted while repairing lines.

Texas

On the morning of September 13, 2008 at 2:10 am local time, the eye moved overland at the northern end of Galveston Island and reached the Texas coast. The weather service had warned residents of low-lying areas that the storm surge would cause them to "face certain death" if they did not comply with the evacuation, and it turned out that for some this warning became a reality.

In some Texas cities, there had been power outages the evening before, affecting between 2.8 million and 4.5 million households.

In Galveston , the storm surge began on September 12 at 4:00 p.m. local time (9:00 p.m. UTC ) to wash over the 5.2 m high Galveston Seawall , which separates Galveston from the Gulf of Mexico. The waves had been breaking against the wall all day. Although Seawall Boulevard is above the coastline, the areas behind it are lower.

Although the evacuation had already been called, the city administration estimated that a quarter of the residents were still in the city on Friday morning, ignoring fears that most of the island would be inundated by the storm surge . While there was disagreement about how many of the city's 58,000 residents remained, the number was estimated. The center of Galveston was also affected by the storm surge, the water in the courthouse of Galveston County was around two meters high and the facilities of the University of Texas in Galveston were flooded.

In Houston, the hurricane caused significant glass damage in high-rise buildings, such as the 75-story JPMorgan Chase Tower , and Reliant Stadium was also damaged. The fact that the eye and the strongest winds of the hurricane were blowing directly over the city meant that even two weeks after the passage from Ike, electricity had not been restored to all residents. Since the system was moving forward fairly quickly, the storm surge was not so critical to Houston, despite the geographic conditions and the flat coastline.

Dozens of residents were rescued on the Bolivar Peninsula when the storm surge rose to 3.7 m above sea level before the hurricane hit. The peninsula felt most of Ike's front right quadrant, and most of the damage was in the area between Rollover Pass and Gilchrist . In a hurricane, the worst damage occurs to the right of the track within the radius of the greatest winds.

The Johnson Space Center NASA also felt the effects of the hurricane, as well as Ellington Field . The damage to NASA facilities mainly affects roofs and sun sails.

When the Galveston Hurricane passed over Galveston on a similar route on September 8, 1900 , the storm surge submerged most of Galveston Island. Galveston was then the largest city in Texas and one of the most important ports in the United States. Much of the city was destroyed and more than 6000 residents died within hours. Later, the average height of the island was increased by 120 cm by embankments and a five meter high pier was built to break oncoming waves.

After Ike became extra-tropical on September 14th and was reinforced by a short-wave trough in height, the Ohio Valley and the Midwest came under the influence of a storm area with significant rainfall and flooding. Various areas in Illinois and Indiana , which had already been supplied with precipitation by a rain front in the north, recorded further rainfall. Due to the flooding in Chicago , Todd Stroger declared a state of emergency for Cook County . To the east of the storm center, in parts of Kentucky , Indiana, Ohio and Pennsylvania , gusts of wind of hurricane strength were observed causing damage to buildings and knocking down trees. The international airport of Louisville in Kentucky had to be closed temporarily. The blackouts were the largest in around three decades. In Kentucky, the blackouts affected around 300,000 households in the Louisville area, and in the metropolitan area of Cincinnati more than 927,000 consumers were affected. Governor Steve Beshear declared the state of Kentucky a state of emergency. Flight operations at Cincinnati-Northern Kentucky International Airport were also temporarily suspended because the control tower had to be evacuated. Numerous roof damages were reported in Cincinnati , Ohio and gusts of wind of 120 km / h were measured in Columbus . Ohio was also declared a state of emergency. gusts of more than 120 km / h also reached Salem . In Indiana, the storm caused blackouts for more than 200,000 households. The Indianapolis Airport reported gusts over 100 km / h.

In Arkansas around 200,000 customers were without electricity; it was the biggest blackout since an ice storm in 2000.

In the Dayton , Ohio area , on the afternoon of September 14th, power went out to 300,000 of Dayton Power & Light Co.'s 515,000 customers; four days later around 90,000 customers were still without electricity. The center (more than 350,000 affected customers) and northeastern Ohio (more than 310,000 customers without electricity) as well as Illinois (49,000 households without electricity) Missouri (85,000) and western Pennsylvania (more than 180,000 households without electricity) were hit similarly hard Power supply). In Indiana, the blackouts affected around 350,000 consumers, mostly in the southern areas of the state. In New York , more than 100,000 households were without energy. In the offshore states, the effects of Ike killed 23 people.

The residual depth of the hurricane brought record rainfall to Ontario on September 14 , particularly in the Windsor area . The rainy area followed a slowly moving front system, which had covered the city with 75.2 mm of precipitation the day before, which is why the soil was already saturated with moisture. With gusts of wind that reached force 9 winds of around 80 km / h , Ike, as an extra-tropical storm, mostly caused damage to power lines and broken branches; Heavy rain occasionally led to flooded streets. Streets washed away on the Bruce Peninsula and trees toppled in London . The storm center moved further east and caused further damage from wind and rain along the St. Lawrence River . In Ontario, 25,000 households lost electrical power, particularly Belleville , Brockville , Bancroft , Peterborough , Bowmanville, Huntsville and Timmins .

In Québec , the Hautes-Laurentides , Haute- Mauricie , Saguenay-Lac-Saint-Jean , Charlevoix and Côte-Nord regions north of the Saint Lawrence River fell between 50 and 70 mm of rainfall, with the heaviest rainfall between Lac-St- Jean and the Réserve faunique des Laurentides the heaviest rains with more than 90 mm were measured. The short-term increase in gasoline prices caused by Ike, known as the Ike Spike , was quite significant in Canada, ranging from 15 to 20 Canadian cents per liter.

consequences

Environmental damage

The wind and waves associated with Hurricane Ike damaged oil rigs, knocked down storage tanks, and burst pipelines, causing immense environmental damage. A total of 448 incidents were reported in which gasoline, oil and other substances were released into the environment. The industrial areas near Houston and Port Arthur and the oil production facilities on the Louisiana coast were hardest hit.

The United States Coast Guard and Environmental Protection Agency and state agencies recorded more than 3,000 cases of pollution caused by the hurricane and its storm surge along the Texan coast. Most of them were found containers for propane, paints and other environmentally harmful substances.
