List of members of the Vorarlberg state parliament (XXVIII legislative period)
This list provides an overview of the members of the XXVIII. Vorarlberg Landtag in the legislative period from 2004 to 2009.
The 28th Vorarlberg Landtag was sworn in at the constituent session on September 20, 2004. The day before the election for the Vorarlberg state parliament took place (see also state election in Vorarlberg 2004 ).
Landtag Presidium
The Landtag Presidium is composed of the Landtag President and his two Vice-Presidents. Your task is to lead the sessions of the state parliament and to represent the Vorarlberg state parliament externally. In the 28th legislative period of the Vorarlberg Landtag, Gebhard Halder (ÖVP) was appointed President of the Landtag, Gabriele Nussbaumer as the first Vice-President and Bernadette Mennel as the second Vice-President.
The group chairmen of the four state parliament clubs also belong to the enlarged presidium. Together they form an advisory body that assists the President of the State Parliament in drawing up the agendas and determining the times of the meetings.
Officials / assessors
Every session of the state parliament is attended by two non-attached officials who monitor the orderly business of the Vorarlberg state parliament. The state parliament director is the secretary of each meeting and the state office director is entitled to participate as the highest-ranking official of the office of the Vorarlberg state government. Neither the state office director nor the state parliament director have a right to vote in the Vorarlberg state parliament. Johannes Müller had been appointed regional office director since 2003, while Peter Bußjäger held the office of regional parliament director during this legislative period.
In addition, all members of the Vorarlberg state government are entitled to participate, but not vote, in the sessions of the state parliament. This is to ensure that the executive body , which has to implement resolutions of the state parliament, is accountable to this legislative body .
MPs
36 MPs from 4 parties were represented in the 28th Vorarlberg state parliament. These were the Austrian People's Party (ÖVP), the Social Democratic Party of Austria (SPÖ), the Freedom Party of Austria (FPÖ) and the Greens Vorarlberg .
The Vorarlberg state parliament is also entitled to send 3 representatives to the Federal Council in Vienna. In the 28th legislative period, these were Federal Councilors Jürgen Weiss (ÖVP), who was replaced by Magnus Brunner on May 1, 2009 , Edgar Mayer (ÖVP) and Reinhold Einwallner (SPÖ). On July 1, 2008, Jürgen Weiss became chairman of the chamber of states (the chairmanship changes every six months in alphabetical order among the federal states).

On December 13, 2006, Markus Wallner (ÖVP) resigned from the Vorarlberg state parliament, after he had previously been elected to the Vorarlberg state government by 25 votes to succeed state governor Hans-Peter Bischof . Rainer Gögele took over his position as club chairman of the ÖVP parliamentary group, and Werner Huber took over the vacancy in the state parliament.
In the state parliament session on January 31, 2007, the deputy Adolf Concin (ÖVP) announced his resignation, he was replaced by Gabriele Juen. On April 25 of the same year, Walter Lingg (ÖVP) also announced his retirement from politics. He was replaced by Stefan Simma in the state parliament session on June 6th. In the following year, Hans Kohler also announced that he was planning to resign from his state parliament mandate. His successor for the ÖVP mandate was the mayor of Dünserberg , Walter Rauch.
In the Social Democratic Party, too, a change was brewing during this legislative period. On May 29, 2007, Elke Sader announced her resignation both as regional chairwoman of the SPÖ Vorarlberg and as parliamentary group leader in the state parliament. At the first club meeting after the summer break on September 17, 2007, Michael Ritsch was appointed as her successor and thus the 13th club chairman of the SPÖ since 1945 (on November 23, he also took over the chairmanship of the SPÖ Vorarlberg ).
