This list of members of the provisional Vorarlberg state assembly in Bregenz lists all members of the provisional Vorarlberg state parliament after the end of the First World War up to the state elections in 1919 . The provisional national assembly came after the collapse of Austria-Hungary for the first time on 3 November 1918, chaired by the former Governor of Adolf Rhomberg together and declared Vorarlberg "as a separate independent country within the framework of the German-Austrian state " and thus from the previous joint management area of Tyrol for independently. In addition, it elected a regional council from among its members, which took over the business of government in place of the previous regional committee and the Imperial and Royal Governor's Office. Functions

State President / Governor

The provisional state parliament was initially headed by the state president, who was elected on November 3, 1918. Otto Ender (CS) took over the office of State President, Franz Natter (DFP) took over the office of 1st Deputy, and Fritz Preiss (SDAP) became 2nd Deputy . The election was based on a proposal, which was "unanimously" approved. Originally, the Christian Social Party wanted to nominate the former governor Adolf Rhomberg as president of the state parliament, but this failed because of Rhomberg's health. When he was elected President of the State Parliament, Ender also remarked that Councilor of State Jodok Fink would have been the “most appointed” candidate, but that he would have been indispensable in Vienna.

According to the law of November 14, 1918 concerning the assumption of state power in the federal states, the term “provincial governor ” was replaced by the term “ provincial governor” and the term “provincial governor ” deputy instead of the deputy provincial president. According to this law, in addition to the governor, two to four governor deputies were to be elected. In the fourth session of December 27, 1918, the constitutional committee proposed that, despite the size of Vorarlberg, four deputy governor be elected so that every party represented in the state parliament could be entitled to one of these posts. The provincial governor was not re-elected as a result, rather the term governor was used for the previous provincial president Otto Ender from December 27th. His deputies were elected on the same day in the 5th session according to proportional representation. The Christian Social Party then appointed Franz Loser and Ferdinand Redler as 1st and 2nd deputies, the German-free party nominated the previous 1st Deputy President Franz Natter as 3rd Deputy Governor, the SDAP provided the previous 2nd Deputy President Deputy Fritz Preiss as 4th Deputy Governor. All four candidates received sufficient support from their parties and were therefore considered elected. The governor with two deputies subsequently chaired the state parliament.
