The list of top scorer of the European Cup Winners' Cup includes all top scorer of the competition played from 1960/61 to 1998/99.

The first top scorer of the competition was the Swede Kurt Hamrin with 6 goals in 1961 , the last top scorer was the Israeli Alon Mizrahi with 7 goals in 1999 . With 14 goals, Lothar Emmerich is the record scorer of the Cup Winners' Cup in the 1965/66 season.

The top scorer kings are the Poles Włodzimierz Lubański and Alon Mizrahi with two titles each, with Lubański being the only player to defend his title from the previous season.
