history
The district of Rishiri on the island was established in 1869 and divided into 28 large and 4 small districts in 1876. In 1878 the division into the six villages ( mura ) Oshidomari ( 鴛 泊 村 , -mura ), Ishizaki ( 石 崎 村 , -mura ), Oniwaki ( 鬼 脇 村 , -mura ), Senhōshi ( 仙 法 志 村 , -mura ), Kutsugata ( 沓 形村 , -mura ) and Hontomari ( 本 泊 村 , -mura ). With the establishment of a town hall in Oshidomari in 1880, all villages are administered from this. In 1892 Hontomari and Kutsugata became outlying villages or districts of Oshidomari and in 1893 Ishizaki and Senhōshi became outlying villages of Oniwaki. In 1897 a great fire destroyed 121 houses in Kutsugata. In 1899 Kutsugata from Oshidomari and in 1900 Senhōshi from Oniwaki were spun off, and a town hall was set up in each case, making both independent communities. In 1902 Senhōshi and Kutsugata are appointed 2nd class municipalities. In 1906 another fire broke out in Kutsugata and destroyed 173 houses. In 1924 Kutsugata was appointed first class community and in 1949 chō . In 1956, Kutsugata and Senhōshi are united to form today's city of Rishiri. In 1964, 236 houses burned down in a fire in Kutsugata. On September 8, 2004, a fisherman drowned in typhoon no. 18 of the season.
