Schmölln-Putzkau ( Upper Sorbian Smělna-Póckowy ) is a municipality in the south of the East Saxon district of Bautzen , which was created on March 1, 1994 through the merger of the formerly independent municipalities of Schmölln / OL , Putzkau and Tröbigau . The community is located in Upper Lusatia .

geography

Schmölln-Putzkau is located about 14 km southwest of the large district town of Bautzen and 4 km east of the large district town of Bischofswerda . history

Church planting

As part of the municipal reform in Saxony in 1994, the aim was to form municipalities with a minimum size of 3000 inhabitants. Thus, smaller rural communities were asked to first look around voluntarily for possible partners. In Schmölln, people preferred to go together on an equal footing with a partner in rural areas instead of incorporating them into the neighboring town of Bischofswerda. Demitz-Thumitz and Putzkau came into consideration for this. Finally, an agreement was reached with Putzkau which, as the larger town, was to become the seat of the joint municipal administration, both place names should be continued in the future municipality name. In Tröbigau, the first attempt was to merge with its eastern neighbor Gaussig, but the accession negotiations failed, so that it was also decided to merge with the neighboring villages of Schmölln and Putzkau, especially since a close relationship with Schmölln in particular had existed for a long time.

The merger was completed on March 1, 1994, a few days later Wolfhard Venus, who had previously been in office in the community of Schmölln, was elected as the new mayor of the entire community. As a result, voices were raised in Putzkau and Tröbigau to name the new community only after the largest district of Putzkau . However, this met with rejection in Schmölln, on the grounds that this district has a longer history and that it is economically and culturally equal in the community. So a signature campaign was started and a petition was drawn up to the Saxon state parliament, which finally ruled that the previously decided community name Schmölln-Putzkau should be retained.

perspective

Mailbox Quo vadis, Schmölln-Putzkau

Despite numerous efforts, it continues to be very slow to establish a common Schmölln-Putzkauer identity. The residents of the two large districts of Schmölln and Putzkau often see themselves at a disadvantage compared to the other, the small districts of Tröbigau and Neuschmölln see themselves as irrelevant.

By 2013, the Free State of Saxony was aiming for a further municipal reform, whereby the minimum number of inhabitants per municipality should be 5000. So-called wedding premiums were promised for voluntary associations up to the end of 2012. In Schmölln-Putzkau, for the reasons mentioned above, there was only limited interest in the continued existence of the community, so that during this time there was an increased search for possible merger partners. Breaking up the community and amalgamating the individual districts to form various neighboring communities also seemed conceivable. Therefore, in March 2011, an initiative called Quo vadis, Schmölln-Putzkau was launched, in which the citizens, separated by district, could communicate their preferences for the future of the community. 35% of all households in the municipality took part in the survey. A large majority of 75% were in favor of a merger with a neighboring municipality before the end of 2012. In the preference of the preferred partner, the trend is clearly towards the city of Bischofswerda (56%), followed by Neukirch / Lausitz (20%) and Demitz-Thumitz (16%). The tendency was similar in all districts, with the municipality closest to the district performing relatively better.
