The 1982/83 season of the 2nd ice hockey Bundesliga was the tenth season of the second highest German ice hockey division. After the group north was not able to start with the planned number of clubs due to the subsequent Bundesliga promotion of the ECD Iserlohn , the cessation of the Bundesliga relegated Berliner Schlittschuhclub , the dissolution of the second relegated VfL Bad Nauheim and the waiver of participation by ESG Kassel and Herner EV , the DEB returned to the single-track 2. Bundesliga by majority vote of the general assembly.

Before the season, EA Kempten / Kottern , EV Landsberg and Augsburger EV withdrew to the Oberliga Süd and Deggendorfer SC to the fifth-class Bavarian State League, so that the league finally started with only ten instead of the planned twelve to 14 teams.

The champions ERC Freiburg rose directly to the Bundesliga , while the second and third placed, Duisburger SC and EC Bad Tölz , failed in the relegation round to the Bundesliga . The VER Selb had to relegate from the second division , and the RSC Bremerhaven and EHC Straubing also withdrew from play during the season.

The participants first played a preliminary round in the form of a double round, so that each club played two home and two away games against the other teams. In the final round, the best six clubs in the preliminary round determined who were directly promoted to the Bundesliga. The participants in places 2 and 3 of the final round then took part in the relegation round to the Bundesliga , as did the clubs in places 9 and 10 of the top division.

The teams not taking part in the final round first played a relegation round, the two worst teams then had to play together with the best teams in the respective league for the remaining second division places for the following season.
