Anders Ejnar Andersen (born October 1, 1912 in Voldby Sogn , Norddjurs municipality ; † April 13, 2006 ) was a Danish farmer and politician of the Venstre , who among other things was Minister of Finance, Economy, Taxes and Fees and President for more than thirteen years des Landbrugsrådet , the agricultural interest group in Denmark.

Life

Farmer and unsuccessful candidacies for the Folketing

After an apprenticeship and work in agriculture, Andersen attended the secondary school in Askov between 1930 and 1931 and the agricultural school in Ladelund between 1935 and 1936 . During the Second World War he was involved in the Venstre Ungdom (VU), the youth association of the Venstre, and was chairman of the VU in Djursland between 1940 and 1945 and also in Rander's office between 1942 and 1945 .

Andersen, who had worked as a self-employed farmer since 1941, ran unsuccessfully in the elections of October 28, 1947 and September 5, 1950 as a candidate from Venstre for a mandate in the Folketing . He then became involved between 1950 and 1962 as a member of the council of a parish ( Sognerådet ).

MP

In the election on April 21, 1953 Andersen, who in 1954 took over the farm of the Benzonslyst family near Grenaa in the third generation , was elected for the first time as a member of the Folketing in the constituency of Halvrimmen . In 1943 he received personal votes of 4064 votes for the party and thus took over the second appendix mandate for the Venstre in Rander's office.

In the first years of his membership in parliament he was mainly a backbencher and in his first spokesman's office for the Venstre faction on April 21, 1954, he only dealt with the use of remaining money from war insurance. Contrary to the intention of the then social democratic government of Prime Minister Hans Hedtoft , which intended to be used for charitable purposes, he opposed a repayment to the original investors.

President of Landbrugsrådet and finance policy spokesman

The focus of his work in the late 1950s was his commitment to the interests of farmers. At the general assembly of the Agricultural Association of Jutland on October 9, 1959, he was elected chairman with 206 votes and was thus able to prevail against the incumbent President of Landbrugsrådet Hans Pinstrup, who received only 176 votes. Andersen spoke out in favor of adequate compensation for Danish farmers after the slumps that were expected due to the establishment of the internal market within the European Economic Community (EEC) on March 25, 1957 and the planned establishment of the European Free Trade Association (EFTA) on January 1, 1960 .

After he was elected President of the Jutland Agricultural Association in 1959, he was appointed as the successor to Hans Pinstrup in 1960 as President of Landbrugsrådet, the interest group for agriculture in Denmark. As a result, his importance within the Venstre group grew, so that after Thorkil Kristensen was elected Secretary General of the OECD in 1960, he became his successor as the group's financial policy spokesman and a member of the Venstre Board of Directors.

Supporters of Denmark joining the EC

In these functions he criticized the EFTA because, unlike the EEC, cooperation in agriculture and fisheries were not included. For this reason it was a disappointment for him that Denmark and Great Britain failed to join the EEC in 1962/63 due to the veto of France in the accession negotiations in Brussels .

After the negotiations to found the NORDEK , which was supposed to increase economic cooperation in Scandinavia, finally failed in 1969 , the way was clear for new accession negotiations with the EEC and Denmark finally agreed to join in a referendum on October 2, 1972 the European Communities decided.

This brought Andersen closer to his goal of promoting cooperation in agriculture and compensating for the decline in exports of agricultural products, as he had not been able to compensate for this through two legislative initiatives since June 1958. As a result, after a brief delivery of goods between May 8 and 10, 1961, three important marketing laws were passed by the social democratic government of Prime Ministers Viggo Kampmann and Jens Otto Krag between 1961 and 1963, which ultimately led to state-subsidized agriculture in Denmark led.

In the subsequent accession negotiations with the EC, Andersen represented the interests of Danish farmers as President of Landbrugsrådet.

minister

After the general election of 4 December 1973 Andersen was as finance minister ( finance minister ) in the Prime Minister Poul Hartling formed minority government appointed and was one of these by the end of the term hard Lings on 13 February 1975. After his appointment as Minister, he resigned from his position as President of the Agriculture Council and was then replaced by Arne Pilegaard Larsen in early 1974.

His influence as within the Venstre was temporarily weakened after the Folketing election of February 15, 1977 , although he took over the function of deputy chairman of the Venstre faction.

However, his influence grew a year later when Prime Minister Anker Jørgensen of the Socialdemokraterne formed a coalition government with the Venstre on August 30, 1978, in which Andersen was both Minister of Economics ( Økonomiminister ) and Minister for Taxes and Fees ( Minister for Skatter og Afgifter ). The reason for the formation of this coalition was to combat the increasing economic difficulties. The economic program for cost containment announced by the coalition triggers sharp protests by the unions . He held this ministerial post until the end of the term of office of the third government Jørgensen on October 26, 1979. Shortly before, he had renounced a renewed candidacy in the Folketing elections on October 23, 1979 .

In the election of December 8, 1981 he was re-elected as a member of the Folketing and represented the interests of the Venstre again until the Folketing election on January 10, 1984 .

When the so-called "four-leaf clover" ( Firkløverregeringen ) government under Prime Minister Poul Schlueter was formed on December 10, 1982, consisting of Det Conservative Folkeparti , Venstre, Centrum-Demokraterne and Det Kristeligt Folkeparti , Andersen was again appointed Minister of Economics by him held this position in the first Schlüter government until September 10, 1987. During his tenure as Minister of Economics, after the economic setback and negative growth since the 1970s, there were better years for the first time in 1984/85. However, unemployment was 10.5 percent in 1983, after having been 1 percent ten years earlier in 1973 before the economic crisis. In addition, since 1986 the importance of the technological sector in the economic development of the coming decades increased.
