The Cupa României in the 1960/61 season was the 23rd tournament for the Romanian Football Cup . Winner was second division Arieşul Turda , which was able to prevail in the final on November 12, 1961 against Rapid Bucharest . Defending champion Progresul Bucharest was eliminated in the quarterfinals against CCA Bucharest .

Since the final took place in the autumn, Arieşul Turda could no longer participate in the European Cup Winners' Cup. Instead, last year's winner Progresul Bucharest was nominated.

All games - apart from the final, which was traditionally played in Bucharest - all games took place on a neutral pitch. The clubs of Divizia A only started in the round of the last 32 teams. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If there was still no decision, a replay was played.
