Daniela Raab (* 7. July 1975 in Munich as Daniela Raab ) is a German politician ( CSU ), and since 2002 a member of the German Bundestag . In September 2019 she was appointed drug commissioner of the federal government.

Life and work

After graduating from the Ignaz-Günther-Gymnasium in Rosenheim in 1995 , Ludwig began studying political science and American studies at the Ludwig-Maximilians-Universität in Munich . In 1997 she changed her subject and subsequently completed a law degree , which she completed in 2002 with the first state examination and as a lawyer .

On December 17, 2010, she married the Rosenheim CSU city councilor Florian Ludwig and took his surname. The couple had twins on May 13, 2011. In September 2019 she was awarded the Federal Cross of Merit on ribbon for her voluntary work.

Political party

Daniela Ludwig joined the CSU in 1994 and also in the Women's Union (FU) in 1996 . She has been a member of the board of the FU district association Rosenheim-Land since 1997 , since 2005 as deputy district chairwoman, and the board of the FU district association of Upper Bavaria . Ludwig has also been a member of the state board of the Bavarian Women's Union since 2001 and was elected Deputy FU state chairman in 2003. From March 2018 to January 2019, Ludwig was Deputy Secretary General of the CSU .

Daniela Ludwig was a member of the city council of her hometown Kolbermoor from 2002 to 2008 .

Since 2002 she has been a member of the German Bundestag and was from 2005 to 2009 chairwoman of the CDU / CSU parliamentary group in the Legal Affairs Committee and deputy chairman of the faction working group right . From 2009 to 2013 she was the chairwoman of her group on the Parliamentary Advisory Council for Sustainable Development . From January 2014 she was chairwoman of the tourism working group of the CDU / CSU parliamentary group and thus spokeswoman for tourism policy. In addition, since 2005 she has been deputy chairwoman of the women’s group in the CDU / CSU parliamentary group.

Ludwig entered the Bundestag in 2002 via the Bavarian State List and in 2005, 2009, 2013 and 2017 as a directly elected member of the Rosenheim constituency . In the 2009 Bundestag election it achieved 51.5 % of the first votes , in the 2013 Bundestag election 58.14% and in the 2017 Bundestag election 45.9% . In the 18th electoral term, Daniela Ludwig was chairwoman of the tourism working group of the CDU / CSU parliamentary group. She was also a member of the Board of Trustees of the Federal Building Culture Foundation .

Political work until September 2019

As a rapporteur in the legal committee, she campaigned for a new edition of the “Graffiti-Fighting Act” ( thirty-ninth Criminal Law Amendment Act ), according to which “defacement” caused by graffiti is punishable. Previously, a proven damage to the building fabric was necessary for the prosecution. She sees this engagement against “subcultural misdemeanors ” as part of the fight against criminal offenses due to the damage to property owners.

Daniela Ludwig advocates a traditional image of the family as an “optimal and supportable community for the upbringing of children”. It stands in opposition to full adoption or a full adoptive right for same-sex ways of life . She is committed to promoting and improving families. Same-sex partnerships should, however, not be treated on an equal footing with marriages between men and women due to a supposed distance requirement in the Basic Law . However, the Federal Constitutional Court rejected the existence of a distance requirement in its judgment of July 17, 2002 (1 BvF 1/01, 1 BvF 2/01). The former Federal Minister of Justice Zypries also shares the view that the special protection of marriage does not necessarily mean that other forms of life are in a worse position.

On October 29, 2004, the Bundestag decided on formal equality between marriage and civil partnerships and thus the admission of stepchildren, but in Daniela Ludwig's opinion, full adoption should not be admitted for the good of the child. As the main reason, she cites the unacceptable generation succession of homosexual unions and the lack of socialization function in relation to marriage and the family.

In the last legislative period, it took on regional transport structure policy issues such as the B 15 , which is heavily burdened by the alternative traffic of the truck toll in Germany, and the Brenner base tunnel . The latter traffic project serves to relieve the Brenner motorway by moving the heavy goods traffic from the road to the rail. Both traffic routes lead through the district of Rosenheim.

Federal Drug Commissioner

On September 10, 2019, she was appointed drug commissioner of the federal government. Since Ludwig has no specialist knowledge in drug policy and health policy , her naming in various media and social networks has been criticized. In particular, a video published by the Internet channel Jung & Naiv was taken up in the debate. In this video, Tilo Jung asks the spokesman for the Federal Ministry of Health, Oliver Ewald, about the lack of specialist knowledge.

On the occasion of her appointment, Ludwig said: "Precisely because addiction affects so many people in this country, it is good and right to look at the topic with an open mind." On the subject of cannabis, she said when starting work that when dealing with cannabis, " hardly any dialogue, but a lot of confrontation ”. "I want to put an end to that," said Ludwig. According to the majority of all cannabis advocates in Germany, this attitude tipped over within months of starting work, so that it has been subject to constant criticism, especially since mid-2020.

In June 2020, Ludwig was heavily criticized for posting a private message on Twitter that she had received from an angry citizen via Instagram. Despite studying law, she illegally posted a full screenshot of the message without obscuring the sender's name or profile picture, with a derisive reference to the (arguably not) relaxing properties of cannabis. Both the fact that a member of the Bundestag uploaded illegal things to the Internet and the fact that drug users were taken into kin imprisonment by the German drug commissioner using the example of an individual case and were supposed to be ridiculed disturbed many people. The person concerned filed a complaint against Ms. Ludwig on July 30, 2020. Ms. Ludwig's Twitter account is one hundred percent filled with content by herself.

In July 2020, Ludwig presented her position on the differentiation between the legal consumption of alcohol and cannabis in response to a question in the federal press conference. She explained the difference in the legal treatment of both "drugs" as follows: "Just because alcohol is dangerous - undisputed - Cannabis is not broccoli. Okay? ”It was particularly criticized that she, like her predecessor Marlene Mortler , made it clear that she showed no willingness to discuss the most frequently illegal drug and that she refused arguments without counter-arguments and nipped a discussion in the bud. Her predecessor as the Federal Drugs Commissioner, Mortler, had come into focus across Germany for her answer to the question why cannabis is forbidden (and alcohol is not), which was: “Because cannabis is an illegal drug. Period. ”In a letter to the Union parliamentary group, Ludwig also warned against a“ discussion about cannabis legalization ”and has prepared answers to common questions.

Also in July 2020 fell Ludwig criticism as she works on a citizens' request, what the - of their self-guided as an argument to another cannabis question into the field - was "intended use of alcohol" on the portal Abgeordnetenwatch.de only with a complete quotation of Heinz Erhardt's poem "The Art of Drinking" answered. A short time later the portal removed the quoted poem from the answer "for copyright reasons (...) at the request of Ms. Ludwig's office". The fact that the German drug commissioner not only replied with a poem glorifying alcohol, but also avoided the question asked, prompted MdB Kirsten Kappert-Gonther to make use of her right as a member of parliament and to submit the question to the federal government in writing.
