De utiliori

from Wikipedia, the free encyclopedia

De utiliori is a papal bull of Pius VII. It was published on July 27, 1818 and reorganized the bishoprics in the Kingdom of the Two Sicilies according to the Concordat between the Holy See and the Kingdom of Bourbon-Sicily .

history

On February 16, 1818, Cardinal Secretary of State Ercole Consalvi for the Holy See and Luigi de 'Medici of Ottajano, Secretary of State and Minister of Finance for the Kingdom of the Two Sicilies, signed a concordat in Terracina .

The 35 articles of the Concordat included the following points:

  • The Catholic religion is the state religion (Article 1);
  • The dioceses di qua del Faro , on this side of the Faro, need to be adjusted. The dioceses di là del Faro (that is, in Sicily ) remain unchanged. (Article 3);
  • Each diocese needs its own cathedral chapter and a seminary with sufficient financial resources. (Article 5)
  • The Pope granted the rulers of Naples an indult , which allowed them to nominate bishops and archbishops. (Article 28);
  • Bishops have the king an oath swearing. (Article 29).

On March 7, 1818, Pope Pius VII published the Concordat with the bull In supremo . On the same day he certified Ferdinand I and his rightful successors with the Breve Sinceritas fidei the right to freely designate archbishops and bishops. On April 3, 1818, the Pope wrote to all bishops, archbishops and capitular vicars of the Kingdom of Sicily the letter Iam inde ab anno in which he informed them of the change in the rewrite and the reasons for it. Above all, dioceses that have too little income should be dissolved. These reasons were already mentioned in the Concordat.

In the next three months the final agreement on the ecclesiastical descriptions of the dioceses in the kingdom took place in Rome and Naples. On June 27, 1818, Pius VII published the Bull De utiliori , which made the changes effective.

The situation before the bull De utiliori

Before 1818 the Kingdom of the Two Sicilies had the following dioceses on the Italian peninsula:

  • 22 archbishoprics, including 19 metropolitan and 3 suffragan dioceses (Nazareth, Lanciano and Rossano); Acerenza and Matera, two of the metropolitan bishoprics, had been linked aeque principaliter for several centuries . The Archdiocese of Nazareth , based in Barletta, was united with the dioceses of Canne and Monteverde.
  • 125 dioceses :
    • 29 dioceses did not belong to any ecclesiastical province and were directly subordinate to the Holy See . Eight dioceses, Rapolla and Melfi, Aquino and Pontecorvo, Penne and Atri as well as Valva and Sulmona, were connected to each other for a long time aeque principaliter .
    • 94 dioceses were suffragans of one of the metropolitan bishoprics mentioned above. So on average 5 suffragan dioceses per metropolitan diocese. 14 dioceses had been linked to aeque principaliter for a long time . Sant'Angelo dei Lombardi with Bisaccia, Satriano with Campagna, Avellino with Frigento, Cerenzia with Cariati, Vulturara with Montecorvino, Ravello with Scala, Giovinazzo with Terlizzi. In addition, the diocese of Kotor in Dalmatia was suffragans of the archdiocese of Bari.
    • The diocese of Canne and the diocese of Monteverde were united with the Archdiocese of Nazareth .

The total number of particular churches was 147. Of these, 23 aeque preincipaliter were united. However, some dioceses had been without a bishop for several years.

The metropolitan dioceses of Benevento, Salerno, Bari and Reggio Calabria together had 45 suffragan dioceses. Some of the dioceses only had a few thousand inhabitants. An extreme case was the Lavello diocese , which consisted of only one parish, one cathedral and a single city. Cappelletti said of the bishop that one could call him more of a pastor because of his small congregation.

The new church demarcation

The bull De utiliori made the following changes:

So after the change there was:

  • 21 archbishoprics in 15 ecclesiastical provinces (Acerenza and Matera were united). Thus there were 6 suffragan bishoprics (Amalfi, Brindisi, Cosenza, Chieti, Lanciano and Rossano).
  • 84 suffragan dioceses :
    • 58 dioceses. Of these, 12 aeque principaliter were united and 4 dioceses were annexed to others.
    • 26 dioceses were directly subordinate to the Holy See. Of these 15 aeque principaliter united.

Thus there were still 105 particular churches, including Kotor.
