The ice hockey league was carried out as in the previous season in the form of a group south and a group north.

mode

In the group south , 16 participants only had a preliminary round as a single round, after which the first four took part in the promotion round to the 2nd Bundesliga . Since two participants from the south group were able to prevail in the promotion round, no team from the south group was relegated. In the group north there was a final round of the best eight teams after a preliminary round , from which the best four took part in the promotion round to the 2nd Bundesliga . The other teams in Group North played a qualification for the Oberliga Nord , after which two teams were relegated.
