Emilian Dobrescu

Emilian Dobrescu (born May 22, 1933 in Bucharest ) is a Romanian former politician of the Romanian Communist Party PMR (Partidul Muncitoresc Român) and from 1965 PCR (Partidul Comunist Român) , economist and chess composer . Between 1981 and 1982 he was Vice-Prime Minister and President of the State Planning Committee of the Socialist Republic of Romania as well as an advisor to Nicolae Ceaușescu .

Life

University degree, party functionary and state secretary

Emilian Dobrescu, son of a painter and a textile worker, attended the Regele Carol I commercial high school in Bucharest, named after King Charles I , between 1944 and 1951 . While attending school in 1947 he became a member of the Union of Student Associations in Romania UAER (Uniunea Asociațiilor de Elevi din România) and the Union of Young Communists UTC (Uniunea Tineretului Comunist din Romania) , the youth association of the Romanian Communist Party at that time, PCR (Partidul Comunist din România) . In 1947 he also became a member of the UTC organizational office in his class, a member of the UTC committee of his school and an activist of the UTC committee in Bucharest Sector 2. He then began studying at the Faculty of Economics at Lomonosov University in 1951 , which he completed in 1956 completed. During his studies between 1954 and 1956 he was organizational secretary of the Uniunea Tineretului Muncitor (UTM), the youth association of the PMR, the Romanian students in Moscow and a member of the organizing committee of the UTM. After his return he became a member of the Romanian Communist Party PMR (Partidul Muncitoresc Român) in September 1956 and began his professional career as a research assistant at the chair of political economy at the party college " Stefan Gheorghiu ". He was subsequently a lecturer between 1958 and 1961 and an associated lecturer from 1961 to September 1963. In 1962 he also became organizational secretary of the PMR basic organization of the party university and in 1963 completed his doctorate in economics at the Socio-Political Academy " Stefan Gheorghiu " in Bucharest.

Afterwards Dobrescu was from September 30, 1963 to March 15, 1965 lecturer of the Central Committee (ZK) of the PMR and at the Bucharest University for Marxism-Leninism. He then acted between March 15, 1965 and February 6, 1967 as head of the documentation sector and from February 6, 1967 to May 15, 1972 as deputy head of the department for propaganda and agitation of the Central Committee of the PCR. At the same time he was an advisor to the Central Committee of the PCR from March 1969 to August 1971 and a member of the Economic Council between March 22, 1969 and October 1973. At the tenth party congress of the PCR (October 6 to 12, 1969) he became a candidate for the Central Committee of the PCR. On May 15, 1972 he became State Secretary and First Vice-President of the State Planning Committee and held these functions until January 8, 1979. On July 21, 1972 he became a member of the Central Committee of the PCR and belonged to this body until the collapse of communism in the wake of the Romanian Revolution on December 22nd, 1989. Furthermore, in October 1973 he became President of the Scientific and Methodological Council of the Central Directorate for Statistics and at the same time a member of the Presidium of the Social and Political Academy "Stefan Gheorghiu". He also served as Secretary General of the Supreme Council for Economic and Social Development between October 1973 and 1989.

MP, President of the State Planning Committee and Vice Prime Minister

Emilian Dobrescu became a corresponding member of the Romanian Academy (Academia Română) on March 1, 1974 . At the same time he became a member of the Grand National Assembly (Marea Adunare Națională) in 1975 and was a member of this until 1989. From January 8, 1979 to March 26, 1981 he was advisor to the President of the Socialist Republic of Romania Nicolae Ceaușescu and on March 27, 1980 he became a member of the Commission for Economic Cooperation and International Relations between Party and State. During his membership in Parliament he was President of the Commission on Industry, Economy and Finance of the Grand National Assembly between April 1, 1980 and December 30, 1981. On March 25, 1981 he became both a candidate for the Political Executive Committee of the PCR Central Committee and a member of the permanent office of the Political Executive Committee of the PCR Central Committee and was a member of both top political bodies until March 24, 1983.

On March 26, 1981 Dobrescu became Vice-Prime Minister (Viceprim-ministru al Guvernului) in the Verdeț II cabinet and held this position until May 21, 1982. At the same time, he replaced Nicolae Constantin as President of the State Planning Committee (Președintele Comitetului de Stat al Planificării) in the rank of minister and held this office from May 21 to November 1, 1982 also in the subsequent cabinet Dăscălescu I , whereupon Ștefan Bârlea took over his position. In this function he was also a member of the Defense Council of the Socialist Republic of Romania from March 26, 1981 to November 1, 1982 . He also acted between August 30, 1982 and May 19, 1983 as President of the government commission for the rationalization of the system in the socialist units. On May 19, 1983, he became the first vice-president of the National Council for Science and Technology with the rank of State Secretary and held this office until December 13, 1988. At the same time he was a member of the Central Council for the control of the work of economic and social activities between December 22, 1983 and March 1985 and also became a member of the Central Council for Typing, Standardization, Norming and Quality on December 31, 1984. Furthermore, on December 31, 1985, he became Vice President of the Steering Committee of the National Council for Science and Education. His last position was from December 13, 1988 until the collapse of communism on December 22, 1989, State Secretary to the President of the Socialist Republic of Romania and General Secretary of the Central Committee of the PCR, Nicolae Ceaușescu.

Emilian Dobrescu has received several awards for his long-standing achievements, including the Order of Labor Third Class (Ordinul Muncii) in 1965, the Order for Scientific Merit Third Class (Ordinul Meritul Științific) in 1966 , and in 1971 the Star of the Socialist Republic of Romania Third Class (Ordinul Steaua Republicii Socialiste România) and in 1981 and 1984 the Order of Tudor Vladimirescu Second Class (Ordinul Tudor Vladimirescu) . Since 1959 he has been married to Eugenia Viorica, who has a doctorate in chemistry. Her daughter Adina is an architect.

Dobrescu was appointed International Chess Composition Referee in 1958 . In 1989 he became the Grand Master of Chess Composition .

In an article on the evaluation of chess studies in the journal eg , Dobrescu suggested a procedure for multi-criteria goal setting ( Pareto optimization ) that is widespread in economics .
