Joel Kaapanda

Joel Natangwe Kaapanda (born June 12, 1945 in Ondukuta , South West Africa , today Namibia ) is a Namibian politician for SWAPO .

education

In the early 1970s, Joel Kaapanda worked as a teacher at the Elondo Primary School in the Omusati region before attending the Paulinum Theological Seminary ( United Lutheran Seminary ) in Otjimbingwe from 1976 to 1978 . Kaapanda completed vocational training in electrical engineering in Hamburg from 1981 to 1986 . He moved to Australia, where he in 1992 his Bachelor and a year later his BA Honors in Political Science from the University of Adelaide graduated. In 1998 she received a postgraduate diploma in Human Resource Development from the Indira Gandhi National Open University and a Masters in Politics from the University of Delhi .

Political career

In 1978 Kaapanda, living in exile , joined the armed arm of SWAPO, the People's Liberation Army of Namibia , which he left in 1981. During this time he was responsible for political training. In addition, from 1980 to 1981 he took over the post of PLAN liaison officer in the Ondjiva region ( Angola ).

During his professional training in Germany , he was the student leader of SWAPO in Hamburg from 1981 to 1986. From 1987 to 1989 he was the highest ranking SWAPO representative in Australia .

Kaapanda has been a member of parliament since 2002 . From 2002 to 2005 he was Minister for Housing and Rural Development . This was followed by ministerial posts in the departments of labor, transport and communication (2005–2008) and information and communication technology (2008–2015).
