Philipp Missfelder (2009)

Philipp Missfelder (born August 25, 1979 in Gelsenkirchen ; † July 13, 2015 in Dülmen ) was a German politician ( CDU ).

Missfelder was from 2005 a member of the German Bundestag and from 2009 foreign policy spokesman for the CDU / CSU parliamentary group . From 2008 to 2014 he was a member of the Presidium of the CDU and from January 2014 to April 1, 2014 the Federal Government's coordinator for transatlantic cooperation. From 2002 to 2014 Missfelder was federal chairman of the Junge Union Deutschlands . As part of the Germany Day 2015 in Hamburg , the delegates unanimously posthumously elected him as honorary chairman of the Junge Union.

Life

education

After graduating from high school in 1999 at the Märkische Schule in Bochum 's Wattenscheid district , Missfelder initially did his military service . In 2000 he began studying law and in 2003 switched to history at the Technical University of Berlin . Missfelder completed his history studies in 2008 with a master's thesis on the publicist Maximilian Harden .

Party career

Missfelder joined the Junge Union (JU) in 1993 and the CDU in 1995 and was national chairman of the Schüler Union from 1998 to 2000 . He had been a member of the JU federal board since 1998. Since 1999 he has been a member of the CDU federal executive committee . On October 18, 2002, he was elected federal chairman of the JU and was last confirmed in office at the German Day 2012 in Rostock with 86.5%.

Since the beginning of 2008, Missfelder, together with the chairman of the Senior Citizens' Union Otto Wulff, has led the CDU's “Cohesion of Generations” working group, which advocates the coexistence of young and old. As part of the initiative group, joint campaign appearances took place. He had been an elected member of the Presidium since December 2008 , making him the youngest member of this body. It was last confirmed at the party congresses in November 2010 and December 2012 with 57.3 and 55.5%, respectively. At the state party conference of the CDU North Rhine-Westphalia in Düsseldorf on April 26, 2014, Missfelder was elected treasurer of the state CDU with 68%.

Member of Parliament

Missfelder became a member of the German Bundestag after the 2005 Bundestag election . In the federal election in 2013 , he missed the direct mandate in constituency Recklinghausen I with 34.3 percent of the primary vote , and passed over the state list of the CDU North Rhine-Westphalia into the Bundestag.

From 2009 ( 17th electoral term ) he was the foreign policy spokesman for the CDU / CSU parliamentary group and was a member of the Foreign Affairs Committee of the German Bundestag. Since 2013 he has also been a full member of the Parliamentary Assembly of the OSCE and the Parliamentary Assembly of the Council of Europe .

After Missfelder's death, Volker Mosblech moved up for him in the German Bundestag on July 20, 2015 .

Outside employment

In addition to his work as a member of the Bundestag, Missfelder was employed as a historian at the teNeues publishing group from 2008 and received level 8 income from this activity , which corresponds to an amount between 100,001 and 150,000 euros per year. Regarding criticism of his sideline activity, Missfelder said: "The Bundestag mandate is temporary and not to be confused with a job."

Coordinator in the Foreign Office

From January to April 1, 2014, Mißfelder was Harald Leibrecht's successor in the Foreign Office and coordinator for transatlantic cooperation.

Memberships, functions

Private

Missfelder had been married since 2006 and had two daughters. He lived with his family in Dülmen . Missfelder belonged to the Roman Catholic Church . He died of a pulmonary embolism on July 13, 2015 at the age of 35 . On July 18, 2015, he was buried in Dülmen- Buldern .

The younger brother of Missfelders, Magnus Missfelder, on whose initiative the parents' complaint for the surrender of his brother's medical files was brought about, died in 2017 at the same age, also of a pulmonary embolism.

Political positions and criticism

Internal party positioning

In the internal party program debate, Misfeld repeatedly moved the conservative model of the Union into the center of the discussion. In 2007 he was one of the founders of the Einstein Connection , which presented the paper “Modern bourgeois conservatism - Why the Union has to think more about its roots again”.

Even after his resignation in March 2011, Mißfelder stood by Guttenberg and protested against criticism of him from the CDU; it was “indecent” that Guttenberg had “come from within”.

He criticized the plan to restrict the right to speak for members of parliament with minority opinions in their parliamentary groups. Previously there had been protests by the parliamentary group leaders against the decision of Bundestag President Norbert Lammert to give MEPs the floor in the debate about the euro rescue packages beyond the speaking times of the parliamentary groups.

Domestic politics

In the discussion about the future financial viability of the German health system , Mißfelder was noticed in 2003 with a proposal to improve the financial basis of the health system : "I don't believe in 85-year-olds getting artificial hip joints at the expense of the solidarity community." also walked on crutches. With this statement, Mißfelder triggered heated social and political discussions.

Mißfelder said in 2007 that the retirement age of 67 years was too low due to demographic change ; an entry age of 70 years is realistic.

Because of the high burden of the health fund for the young generation, Missfelder voted no in the roll-call votes in the German Bundestag in 2008 on health reform . He emphasized: "The reform is neither generation-appropriate nor reasonable for the older generation."

In February 2009, Missfelder was sharply criticized by social associations such as the Sozialverband Deutschland as well as by trade unions and parties, partly also from the CDU / CSU, because he saw the increase in the Hartz IV standard rate for children on July 1, 2009 as a “boost for the tobacco and spirits industry ”. But it also received occasional encouragement, for example from Deutsche Kinderhilfe . Mißfelder stuck to the statement.

Mißfelder took a tough line against G7 opponents and compared 2007 G7 opponents who carried out arson attacks with terrorists of the RAF .

Foreign and Security Policy

Regarding Schröder's relations with Putin and Gazprom, Missfelder said in 2007: “The fact that Gerhard Schröder is now working for Gazprom is only the first sign that the Russian dictatorship will try to exert ever more influence on Germany.” The Frankfurter Allgemeine Sonntagszeitung (FAS), which Mißfelder wanted to ask about his trip and the meeting with Putin, he refused to provide information and threatened legal action through Peter Gauweiler's law firm ; further inquiries should be refrained from. As a precautionary measure, Mißfelders had also threatened the case should the threats and intimidation of the lawyers be reported; according to the FAS, this is "a fairly Russian way of dealing with the press". Jan Fleischhauer wrote: “A private person has no obligation to provide information, it is not so easy with a politician. MPs who no longer dare to speak without legal assistance can only exercise their mandate to a limited extent. This raises the question of why the voters should actually still pay him for his work. "

Mißfelder spoke out clearly against Turkey's accession to the European Union in 2009 and in favor of the UN mandate on the Libya question in 2011, thereby distancing himself from German voting behavior on the initiative of Foreign Minister Guido Westerwelle .

In 2009, he proposed that military service should be expanded to include compulsory military service for men.

In 2012, he criticized Günter Grass in the dispute over his poem, What Must Be Said, which criticized Israel's politics . The poem is tasteless, unhistorical and shows ignorance of the situation in the Middle East.

Mißfelder was a member of the steering committee of the Königswinter Conference of the German-British Society , of the executive committee of the Presidium of the German Society for Foreign Policy ( DGAP ) and of Atlantik-Brücke e. V.

After it was revealed that the US secret service NSA was gaining access to data from and communication with smartphones in Germany despite encryption, Missfelder said: “It is not a political issue. [... but] an issue between the American government, the NSA and the manufacturers, we have nothing to do with that in Germany. "

In 2013, Missfelder supported the initiative of Foreign Minister Guido Westerwelle to refer the International Criminal Court in The Hague to the use of chemical weapons in Syria; this is the way prescribed by international law.

In March 2013, Missfelder praised Gerhard Schröder for his stance against the 2003 Iraq war .

On April 28, 2014, he took part in a private birthday party by Gerhard Schröder in St. Petersburg hosted by Russian President Vladimir Putin and Gazprom . At that time, OSCE inspectors, including German Bundeswehr officers, were in the hands of pro-Russian separatists in eastern Ukraine. Sven Lehmann criticized that Missfelder had "slipped on the diplomatic parquet of foreign policy". Within the party, too, Missfelder came under pressure, but also received support; CSU General Secretary Andreas Scheuer said: "Our boys suffer with water and bread, while Schröder sips champagne and caviar with Putin."
