This list of the members of the Upper Austrian Landtag (XXIII. Legislative period) lists all the members of the Upper Austrian Landtag in the XXIII. Legislative period. The legislative period lasted from October 28, 1985 to October 29, 1991, the deputies were sworn in on October 28, 1985. In the state election in 1985 there were almost no changes compared to the state election in 1979 . Only the Freedom Party of Austria (FPÖ) had lost a mandate to the Austrian People's Party (ÖVP). The Social Democratic Party of Austria (SPÖ) achieved the same level of mandate as in 1979. Of the 56 mandates, 30 were from the ÖVP, 23 from the SPÖ and 3 from the FPÖ. The Ratzenböck III state government elected by the state parliament had changed little compared to the previous government when it was sworn in.
Functions
Landtag President
During the legislative period, the ÖVP provided the First President of the State Parliament due to its relative majority in mandate. As in the previous legislative period, Johanna Preinstorfer took over the office of First President of the State Parliament. Even Ferdinand Reisinger (SPÖ) remained in his position as Second President of Parliament. Due to its losses, the FPÖ lost its claim to the third president of the state parliament. The right to this function fell to the ÖVP, which filled this position with the former regional councilor Rudolf Trauner .
Club chairmen
The position of club chairman in the ÖVP was initially held by the provincial governor, Karl-Albert Eckmayr . After his move to the state government, Eckmayr gave this position to Hugo Scheuba on October 11, 1989 . Deputy club chairmen of the ÖVP were Friedrich Bernhofer and State Councilor Leopold Hofinger . In the SPÖ, Friedrich Freyschlag took over the role of club chairman until July 3, 1987 , and Alois Schwarzinger took his place on the same day . At the FPÖ, Horst Schender was initially club chairman, who resigned from his post on June 30, 1989. He was replaced on July 1, 1989 by the previous club chairman Hans Achatz .
