The National Council ( English National Council ) is the upper house of the bicameral parliament of Namibia . The National Assembly forms the lower house of the country. The National Council has met since 1996 in the National Council Building north of the Ink Palace , the seat of the National Assembly.

According to the Namibian constitution of March 1990, the National Council has a politically advisory role. It consists of 42 members , three each from the country's 14 regional councils (since August 9, 2013) (up to December 2015: 26 from 13 regions).

Bernard Sibalatani has been President of the National Council since December 9, 2019 .
