The Bavarian State Ministry for Housing, Building and Transport is a ministry of the Free State of Bavaria . In March 2018, it took over the responsibilities of the previous Supreme Building Authority in the Bavarian State Ministry of the Interior, for Construction and Transport , or Supreme Building Authority (OBB), formerly the Supreme Building Authority in the Bavarian State Ministry of the Interior, which was previously the ministerial level of the Bavarian State Building Administration. Its internal organization reflects the tasks of the state building administration. The State Ministry is responsible for all areas of construction and transport in Bavaria. When the ministry was founded in 2018, the state authority also took over responsibility for the state construction, property and housing companies and for real estate management in the Free State from the Ministry of Finance. The first head of the building authority was Leo von Klenze , the first minister of state was Ilse Aigner . The office building of the former Supreme Building Authority and today's Ministry of State, built in 1969, is located in Munich at Franz-Josef-Strauss-Ring 4.

history

The Supreme Building Authority was founded on February 14th, 1830 with the “Highest Ordinance” of King Ludwig I in the organizational form valid until 2018 as part of the State Ministry of the Interior . Created as a ministerial head to steer and manage state construction in civil engineering, it has now grown considerably beyond this original area of ​​activity.

In 1872 24 agricultural offices and 24 road and river construction offices were established, in 1908 21 cultural construction offices. These were renamed in 1941 as water management offices. In 1945 the former Reich autobahn authorities were incorporated into the state building administration as road construction offices (autobahn) in Munich and Nuremberg. The State Building Administration was reorganized in 1948 with the Act No. 112 on the Administrative Organization of Building and Housing. In 1953, road and river construction offices were renamed road construction offices and the hydraulic engineering tasks were transferred to the water management offices. In 1974 the Bavarian State Office for Water Management was founded. In 1978, the Munich and Nuremberg motorway authorities were raised to the rank of central state authorities and renamed the South Bavaria Motorway Directorate and North Bavaria Motorway Directorate . In 1993, water management became the responsibility of the State Ministry for Regional Development and Environmental Issues, and that of the Financial Construction Administration went to the State Ministry of the Interior. Between 1994 and 1997, 26 rural and university building offices were merged with 14 financial building offices to form 23 building building offices and 5 university building offices. In 2000 the building department of the palace administration was incorporated into the Bavarian State Building Administration . Between 2004 and 2008, the 51 building and road construction offices were merged into 22 state building offices as part of the administrative reform 21 . In 2013, responsibility for the transport department was transferred from the Bavarian State Ministry for Economic Affairs, Infrastructure, Transport and Technology to the Bavarian State Ministry of the Interior, for Building and Transport, and in 2017 the Bavarian State Building Department became independent.

With the establishment of the State Ministry for Housing, Building and Transport in 2018, the responsibilities of the previous Supreme Building Authority as well as the responsibilities of the Finance Ministry for real estate management in Bavaria and state building, property and housing companies were pooled.

The authority is divided into eight departments:

Department Z: Central Affairs

The central department takes on the organization of the state building administration, which ranges from the ministry to the intermediate authorities (building departments in the governments, highway departments and the state building department) to the building authorities and road maintenance authorities. Personnel matters are also looked after by around 10,000 employees. Every year the department coordinates around 5 billion euros in federal and state funds for all departments of the Supreme Building Authority and performs central tasks in the procurement system, in training and further education, in information technology and in landscape maintenance.

Department G: Politics and Policy Issues

Department 1: State Building Construction

Department 1 plans, builds and maintains the buildings of the state, the federal government and other builders, such as churches and foundations. That is over 25,000 buildings on around 5,000 properties in Bavaria. In addition to museums, theaters, castles and churches, administrative buildings, police and justice buildings, colleges, universities, clinics and military buildings are part of the wide range of tasks. With annual investments of around 1.5 billion euros by the state and federal government, Staatliche Hochbau is one of the largest clients for the Bavarian construction industry as well as for freelance architects, engineers and artists. In addition, the State Building Administration advises on construction projects that the state does not build itself but supports, such as schools and hospitals.

Department 2: Law, Planning and Construction Technology

The Law, Planning and Structural Engineering department draws up the Bavarian Building Code , in which all regulations are limited to a necessary minimum in order to make the approval process faster and more cost-effective for the client . It provides information and assistance on issues relating to the permissibility of projects under building law as well as on the implementation of land-use planning, the most important planning tool of a community for controlling urban development. She is responsible for all legal questions that arise in Bavaria in connection with road law (FStrG, BayStrWG), federal and state road construction and state building construction. In addition, the cities and municipalities department advises on sustainable settlement development and promotes exemplary, innovative projects. Department 3: Housing and Urban Development; Real estate

In the context of experimental housing construction , new, innovative ways of housing construction are implemented on the basis of model projects. By housing benefit income households can be relieved in the housing costs. The Housing and Urban Development Department is also involved in the further development of federal and state law in the field of housing . The urban development makes an important contribution to vibrant towns and cities in Bavaria by supporting municipalities to maintain and develop vital city and town centers. The financial aid from the federal government and the Free State of Bavaria activate multiple amounts of private capital.

Department 4: Road and Bridge Construction

The state road and bridge construction plans, builds, maintains and operates the motorways, federal highways, state roads and some of the district roads in Bavaria. These include a network of 25,500 km of roads with 14,700 bridges , 61 tunnels and over 6,000 km of cycle paths . Around 1.6 billion euros are invested annually in the expansion and maintenance of the motorway , federal highways and state road networks. Municipal road construction projects are also funded with over 200 million euros per year.

Department 5: Rail and Air Transport

In public transport ( local rail passenger transport (SPNV) and local public transport (ÖPNV)), bicycle traffic , commercial passenger and freight traffic , air traffic , inland shipping and cable cars , the traffic department ensures mobility is tailored to requirements. Every year around 200 million euros are spent on local public transport, and a good one billion euros on local rail services .
