history
At the beginning of the 1960s, road traffic increased in the Rhine-Ruhr area as in other metropolitan areas. City planners and politicians saw the existing trams as an obstacle to car-friendly cities and were of the opinion that it would make sense to relocate them underground in the inner city if they could not be replaced by bus routes.
In 1969, the cities of Bochum , Castrop-Rauxel , Dortmund , Duisburg , Essen , Gelsenkirchen , Herne , Mülheim an der Ruhr , Oberhausen , Recklinghausen and Wattenscheid founded the Ruhr urban railway company at the urging of the state of North Rhine-Westphalia . In 1972 Düsseldorf and Hattingen were added, since then the merger has operated as the Rhein-Ruhr Stadtbahngesellschaft . The city of Witten joined the Stadtbahngesellschaft in 1981, the city of Recklinghausen in 1982.
The plans for the Rhein-Ruhr urban railway initially envisaged an approximately 300-kilometer-long urban railway network, which should gradually replace the existing tram network. These routes were to run primarily in a north-south direction, while S-Bahn routes were planned for the east-west direction . The costs of building the tram should mainly be borne by the municipalities themselves. Since the collapse of the coal and steel industry in the Ruhr area was foreseeable, the tunnel construction projects were supposed to reduce unemployment among the miners as a side effect.
The following standards were set in the planning:
- crossing-free course, in the inner cities primarily in tunnels, in the periphery also on the surface,
- Elevated platforms for stepless entry into the vehicles (as opposed to the flat platforms common on trams),
- European standard gauge (1435 mm) with long-distance rail geometry.
Most of the tram networks in the Ruhr area were and still are meter gauge (1000 mm) with tram dimensions for wheelsets and track. Contrary to the original plans, some sections of the route are operated with a three- rail track ( Essen ) or even a four-rail track ( Krefeld , Mülheim an der Ruhr ) so that trams and light rail vehicles can run on the same route. Some sections in Mülheim an der Ruhr, Bochum and Essen were still built in meter gauges and temporarily integrated into the tram network, but can be converted to standard gauge relatively easily.
From the beginning, existing routes were to be integrated into the Rhein-Ruhr urban railway network and operated as model routes . Some variants were therefore examined in advance: the K-Bahn line from Düsseldorf to Krefeld , which opened in 1898 , the D-Bahn Düsseldorf– Duisburg , which went into operation in 1900, and the 8/18 Essen – Mülheim tram, which is practically on the green belt of the Ruhrschnellweg, today's Bundesautobahn 40 , was laid out. Although most of the modifications were required here, with changing the gauge from meter to standard gauge being the least amount of work, this route was selected as the model route for the future network.
First successes
From 1974 the first pieces of the above-ground model line were opened in Duisburg's Neuer Friedhof (elevated position). On June 1, 1977, the first section of the model route between Essen (Wiener Platz, now Hirschlandplatz) and Mülheim-Heißen (church) was opened. In a short distance, expansions in the direction of Berliner Platz in the north and the Mülheim main station followed. Type B light rail vehicles that had already been used in Cologne were used after a planned in-house development as light rail vehicle A or even the use of Berlin subway cars seemed impractical.
Reduction of planning
The rather ambitious plans turned out to be not as easy to realize as was initially thought. The original intention was to be able to realize most of the projects in the form of a fully-fledged subway by the end of the 20th century . However, it had to be determined very quickly that this schedule could not be adhered to and that the financial means were not sufficient. On the one hand, the costs were considerably higher than initially planned and funding from the federal and state governments were continually being reduced, and on the other hand, problems arose in the construction of light rail vehicles that resulted from subsidence and damage.
In order not to leave already built tunnels unused until the entire route was completed, it was decided to temporarily relocate the previous above-ground tram lines into the tunnels with the help of new ramps. ( Stadtbahn advance service ) . When the line was completed, planners and politicians promised, the lines would be converted to standard gauge and the platforms converted into elevated platforms. This only succeeded in a few cases. The development of the low-floor wagons finally made the original idea of elevated platforms for stepless entry superfluous. In the case of new lines, protests arose in some places against what the opponents referred to as “tank loading ramps”. This resulted e.g. B. in Essen-Karnap to dispense with a tram stop originally planned on the surface.
Five operating areas were planned for the expansion of the light rail network: A for Düsseldorf / Duisburg, B for Essen / Mülheim, C for Bochum, D for Gelsenkirchen, E for Dortmund. The first lines should be set up in the defined areas, which were often connected from the beginning, for example in areas A and B.
The Rhein-Ruhr urban railway network still consists of five separate areas, and lines that cross city borders have hardly been created. Due to a lack of money, the original tram plans were reduced, and some were postponed indefinitely. In the early 1980s, the up-and-coming Greens even pleaded for an immediate end to light rail construction. In a sensational decision, the Pro Bahn passenger association demanded the qualified termination of the Rhein / Ruhr urban railway construction in order to be able to make reasonable use of the routes that are already under construction or even half-finished.
New ideas
This discussion led to the decision in Essen to expand the southern route of the Stadtbahn towards Messe / Gruga and Bredeney with three tracks and to use it in some cases with type M trams . According to previous considerations, this interim solution should be abandoned in the near future. The two meter-gauge lines 101 and 107 would then have been replaced by a standard-gauge high-floor line U12 up to the “Bredeney” terminus. However, because of the high cost, other solutions were also considered. At the end of November 2008, the city council decided to keep the meter gauge to Bredeney. There were also a number of public protests against this gauge change beforehand. Shortly after the decision, the first track renovations began. The platforms from Saalbau to Martinstrasse should be lowered by a third for low-floor cars by 2013. The currently possible use of three-car trains would thus be eliminated. Currently, the conversion of the southern route for low-floor vehicles has been postponed to 2025 due to a lack of funds. At this point in time, the Greens want the future of regular gauge operation on the southern route to be discussed again, in order to possibly bring it back to meter gauge. This would also mean that today's mixed operation would be omitted.
In Bochum, only the former tram line 5 from Recklinghausen to Bochum as well as the new line of the express tram to the Ruhr University in the district of Hustadt were expanded to the standard lane for light rail operation with B-cars. The new U 35 only runs to Herne, because Recklinghausen has left the Rhein-Ruhr Stadtbahn company. All other Bogestra routes are to remain in meter gauge, as is now also planned in the neighboring city of Gelsenkirchen. However, the new tunnels are prepared for upgrading to standard gauge and thus also for standard-gauge light rail.
Essentially, Duisburg only expanded the line D ("D-Bahn") in the direction of Düsseldorf to the Stadtbahn.
In Dortmund, the construction of the light rail has now largely been completed. Since the opening of the tunnel in the city center in an east-west direction on April 27, 2008, all rail-bound public transport in Dortmund has been underground. Low-floor wagons are used on the recently opened east-west route. Outside of Dortmund city center, the two light rail lines on this route will continue to run like a classic tram. An extension of the U49 line to Dortmund-Wellinghofen and that of the U47 line with a new Dortmund-Kirchlinde branch is now under discussion. The Dortmund-Hauptbahnhof underground station has been rebuilt and expanded since 2014 (widening of the side platforms , new access, completion expected at the end of 2019).
Also, only low-floor platforms are used for the Düsseldorf light rail line " Wehrhahn-Linie ", which has replaced the last above-ground tram routes with the old town since March 21, 2016. A new low-floor light rail vehicle was ordered for this purpose and began testing in 2006. A further discussion about the conversion of the previous routes to the operation with low-floor wagons was not held.
The superstructure and wheelsets according to the long-distance railway standard were only introduced in the Essen standard gauge network and on the Bochum standard gauge line U 35. A mixed operation with wheelsets according to tram and long-distance railway standards is only available in Essen, whereby a common line is only used on the Essen three-rail track route towards Bredeney and Gruga. The mixed operation between Mülheim Hbf and Broich Castle , which is technically possible with movable frogs and also structurally prepared , was never started due to lack of money and a lack of political interest.

There are also a few tram lines with separate sections or tunnel sections. However, these lines are used by trams which, at 2.3 meters in width, are narrower than the light rail cars (usually with a width of 2.65 meters). They have three-digit line numbers, while the light rail lines have two-digit numbers preceded by a "U". In Duisburg, the lines 901 and 903 partly use the tracks of the U 79. In Essen, trams run on sections of the urban railway with elevated platforms, so that folding steps are required on the vehicles. The Bochum / Gelsenkirchen tram runs with lines 301, 302, 306, 308, 310 and 318 on some tunnel sections. The once planned through traffic from Düsseldorf to Essen via Duisburg may never exist, as the route between Mülheim (connection to the Essen light rail) and Duisburg (connection to the Düsseldorf / Duisburg light rail) is to remain tram-style over the long term.
In Mülheim it will probably have to be switched permanently (currently at the main train station) from Essen's U 18 to Duisburg tram line 901, although both are on standard gauge and the tunnel has been built continuously under Mülheim city center. The reason for this break is the lack of financial willingness of the cities to overcome the technical differences in wheel tires and train control ( linear train control for Duisburg vehicles) as well as the development status of Duisburger Strasse in Mülheim-Speldorf. Originally, a technical solution for such a mixed operation was planned at least between Broich Castle and Mülheim Hbf, but in order to save operating costs for the U 18 to be extended, it was canceled before it was commissioned.

Origin of the light rail lines
Today's light rail lines are largely based on former tram lines, which operated before the "subway".
The line numbers were then simply replaced by the usual U designations. The only exception so far is the U70 line, which was set up as a supplement to the existing underground line.
