In contrast to the previous season, the ice hockey major league was played in 2 preliminary round groups with 10 teams each and topped up with the teams from the disbanded Regionalliga Süd .

Before the season
- EHC Bad Aibling , Erding Jets and the parent club TSV Peißenberg waived for the Peißenberg Hornets to participate and
- the Deggendorfer EC stopped the game.
From the regional leagues in the north , the winner of the promotion round to the Oberliga KEV Hannover had the approval of the State Ice Sports Association of Lower Saxony, but the team won the right to participate in the Oberliga 2002/03 before the DEB court: Because of the pre-season 2001 / 02 withdrew from the Oberliga Nord, the team would not have been allowed to rise again until the 2003/04 season according to the DEB rules. By outsourcing gaming operations to ESBG , it was entitled to make an exception.
mode
The mode was determined that, after the preliminary round, the participants in places 1 to 5 of the preliminary rounds in the championship round and the other teams in a relegation round.
After completion of the championship round, the play-offs follow for the teams placed 1 to 8, while the season has ended for the teams in 9 and 10, but at the same time the qualification for the Oberliga 2003/04 has been reached.
The play-offs determine, in addition to the league champions, the promoted to the 2nd Bundesliga 2003/04 and are consistently played in the best-of-three mode.
The last placed in the relegation round is relegated to the respective league of the national association, while all other participants remain in the upper league.

Oberliga Süd-West
From the previous season , EV Landshut and ESV Kaufbeuren had been promoted to the 2nd Bundesliga . The EHC Bad Aibling and the Erding Jets no longer took part in the upper league and voluntarily withdrew to the state league. The Deggendorfer EC went bankrupt and the Ratinger Ice Aliens were relegated to sport. The river councils Geretsried of EV Füssen and EC Peiting remained in the league . The teams of the clubs EHC Klostersee , TEV Miesbach , EV Ravensburg , Augsburger EV , EHC Memmingen , EC Atlantis Ulm / Neu-Ulm and the Eisbären Kempten were added from the regional league .
Oberliga Süd-Ost
In this league, the previous year's top division clubs Dresdner Eislöwen , ERC Selb , ESV Bayreuth , SC Mittelrhein-Neuwied and ERC Haßfurt Sharks as well as the regional league clubs ERV Schweinfurt , Blue Devils Weiden , ERSC Amberg , KEV Hannover and Höchstadter EC were divided.

The participants in 1st place with 8th have qualified for the play-offs. The season is over for the participants in 9th and 10th place.
For the River Rats Geretsried and the TEV Miesbach the season is over.

The 1. EV Weiden is thus Oberliga champion and athletic climber in the 2. Bundesliga .
Relegation round
As the last of the relegation round, the Augsburg EV team climbed into the leagues of the Bavarian Ice Sports Association - the Bavarian Ice Hockey League - while the other teams qualified for the 2003/04 Oberliga .
Promotion from the regional associations
The regulation as to which team from the regional associations was allowed to move up to the Oberliga 2003/04 was made independently by them:
From the Bavarian Ice Sports Association only the champions of the Bayern League of EHC Munich 98 received approval, as did the cooperation partner of the winners of the qualifying round within the Baden-Württemberg League Stuttgart EC Stuttgart Wizards from the Baden-Württemberg Ice Sports Association .
From the regional leagues in the north , the winner of the promotion round to the Oberliga ESC Mosquitos Essen from LEV North Rhine-Westphalia and the team from EC Berlin Capitals from the Berlin Ice Sports Association received approval.
