The 1983/84 European Cup Winners 'Cup was the 24th draw of the European Cup Winners' Cup. 33 club teams from 32 countries took part, including defending champions FC Aberdeen , 22 national cup winners and 10 defeated cup finalists (NEC Nijmegen, Servette Geneva, SSW Innsbruck, FC Porto, FC Valletta, Spartak Warna, Mersin İdmanyurdu SK, Enosis Neon Paralimni, Hammarby IF and Boldklubben 1901). The Romanian cup winner CS Universitatea Craiova did not play in the European Cup Winners' Cup due to a belated notification by the Romanian Football Association, but as second in Divizia A in the 1983/84 UEFA Cup .
DFB Cup winners 1. FC Köln from Germany, FDGB Cup winners 1. FC Magdeburg from GDR , ÖFB Cup winners SSW Innsbruck from Austria and Cup finalist Servette Geneva from Switzerland were at the start.
Juventus Turin won the final at the St. Jakob Stadium in Basel 2-1 against FC Porto.
The top scorers were Mark McGhee from FC Aberdeen and Viktor Gratschow and Sergei Morosow from Shakhtar Donetsk with 5 goals each.

As usual, the participants played the winner in pure cup mode with home and return matches. If there was a tie after both games, the number of goals scored away decided ( away goal rule ). If their number was also the same, extra time took place in the second leg, in which the away goals rule also applied. If there was still a tie at the end of extra time, a penalty shoot- out was carried out. The final was decided in a game on a neutral court. In the event of a tie after extra time, the winner would also have been determined in a penalty shoot-out.
