Main round
The top three teams in each group reached the main round. The teams from the preliminary round groups A and B came into group I, the teams from groups C and D into group II. The results from the direct duels of the respective teams from the same preliminary round group were included in the main round.
25 percent rule
In the main round, the 25 percent rule was applied. The general public found this extremely complicated and impractical and led to great confusion before and during the last games. The rule states that if one or more teams tied for points against teams that do not reach at least 25 percent of the maximum plus points of ten (i.e. 2.5), the goal difference does not count towards the team's total goal difference. However, the rule does not affect the scores. In Group I, this meant that the Federal Republic of Germany, despite the originally poorer goal difference of 88:97 compared to 104: 10 of the tied Soviet Union - consequently also despite the worse goal difference of −9 to −5 - and even despite the lost direct comparison ( 20:23) ended up in fourth place and thus played the game for seventh place, while the Soviet Union had to play the game for ninth place. The sticking point here was Switzerland, which did not achieve the required 25 percent, whereby the Federal Republic made up eight goals difference on the Soviet Union.
The rule also provides: If two or more teams do not reach the 25 percent mark, a direct comparison is made between these teams. In Group II, this passage meant that the originally better placed South Koreans slipped behind Romania to sixth place and thus completed the game for eleventh place instead of the game for ninth place. Both teams could only have two plus points. Romania won the direct comparison with 22:21. A dispute broke out over this between the IHF and South Korea, who believed they were fifth in main round group II and thus proclaimed the right to participate in the game for ninth place. The IHF even threatened the South Koreans with the exclusion from the Olympic Summer Games in 1988 in their own country if they did not play for eleventh place against host Switzerland. The South Korean Association then gave in and accepted sixth place in the group.
