League II was held in two seasons with 16 teams each. The two first-placed teams of each season rose to League 1 , while the three last-placed teams had to relegate to League III . Second teams from first division clubs, clubs that were founded less than three years ago, as well as clubs with tax debts were not eligible for promotion. There were three points for a win, one for a draw and no point for a loss. If there was a tie at the end of the season, it was not the goal difference that decided , but the direct comparison .

Since five teams had to be relegated from League 1, relegation games were scheduled to fill the vacated space.
