The Türkiye 2. Futbol Ligi 1978/79 was the 16th season of the second highest Turkish league in professional men's football. It was started on September 3, 1978 with the 1st game day and ended on May 27, 1979 with the 30th game day.

In the 1978/79 season, the TFF 1st Lig was divided into two groups, as in the previous season. In contrast to the previous season, the total number of teams was reduced by two teams, so that one group with 16 teams and one with 15 teams was held. A total of 31 teams played in two groups for promotion to the Süper Lig and against relegation to the then third-class TFF 3rd Lig . As a further change to the previous season, the number of promoted teams was increased by one team from two to three and the number of relegated teams was reduced from four to three. So the top of the table in both groups rose directly to the higher Süper Lig. In addition to these top two in the table, the third and last promoted team was determined this season through a play-off encounter between the runners-up. The teams in the last two places in the Red Group and the bottom of the White Group were relegated to the subordinate third-tier 3rd Lig.

At the beginning of the season, the two relegated teams from the Süper Lig MKE Ankaragücü , Mersin İdman Yurdu and the two newly promoted teams from the third-class TFF 3rd Lig Edirnespor and Sebat Gençlik SK were added to the 27 teams left from the previous season .

Gaziantepspor reached the championship of Group A and thus the first ascent in the club's history in the Süper Lig. In Group B , Rizespor secured the championship and thus also the first participation in the club's history in the Süper Lig. Kayserispor achieved with a 3-0 victory against MKE Ankaragücü in the play-off encounter the direct promotion to the Süper Lig and returned to the highest Turkish league after four years of abstinence. At the end of the season, Gençlerbirliği Ankara and Konyaspor were relegated from the red group and Beykozspor from the white group .

The Turkish Football Association had the champions of the league determined by a playoff between the two first-placed teams. In this encounter Gaziantepspor went up against Rizespor and won the championship with a 2-1 win. However, the Turkish Football Association later declared both clubs to be champions of the TFF 1st Lig.
