The Türkiye 3. Futbol Ligi 1970/71 was the fourth season of the third highest Turkish division in professional men's football. It was started on August 22, 1970 with the 1st game day and ended on June 27, 1971 with the 30th game day.

In contrast to the previous season, the league's game mode was expanded from a two-track league to a four-track one. The number of teams per group was reduced from 21 to 15 teams per group. The total number of teams in the league rose from 42 in the previous season to 60 teams. The league was only introduced four years earlier to allow the more remote provinces of Turkey to participate in professional football. Since most of the clubs were accepted into the league by requesting to participate and the fulfillment of certain conditions and these were set or fulfilled by the clubs at different speeds, the number of teams was changed again and again. As in the previous season, the first two groups were referred to as group red and group white . The two newly added groups were named group green and group blue . At the end of the season, all four winners were promoted directly to the 2nd league . The season was played without relegation.

At the beginning of the season, the 40 teams remaining from the previous season were the two relegated teams from the 2nd Lig Düzcespor , Ülküspor , the 18 newcomers Ödemişspor , Yeşilova SK , Adalet SK , Süleymaniye SK , Hasköy SK , Anadolu SK , İzmir Demirspor , Davutpaşa SK , Eyüpspor , Tirespor , Yeşildirek SK , Gaziantepspor , Sebat Gençlik SK , Altındağspor , Sitespor , Sincanspor , Yenişehir SK and Bahçeli Gençlik SK have been added. The newcomers were either accepted as champions from the then fourth-class regional amateur leagues or had met the requirements of the Turkish Football Association and were allowed to participate in the newly created league.

Sarıyer GK , Konyaspor , Konya İdman Yurdu and İskenderunspor achieved the championship of the 3rd Lig and thus direct promotion to the 2nd Lig . While Sarıyer GK and Konyaspor took part in the 2nd league again after two years of abstinence, Konya İY and İskenderunspor achieved the first participation in their club history in the 2nd Lig.
