The 2011 Federal Horticultural Show took place in Koblenz from April 15 to October 16, 2011 and was the first Federal Horticultural Show in Rhineland-Palatinate . The event locations were the plateau in front of the Ehrenbreitstein Fortress , the square in front of and behind the Electoral Palace and the area around the Deutsche Eck (flower courtyard). The Deutsches Eck itself could be visited without admission. With over 3.5 million visitors, it is said to have been the most successful federal horticultural show since the electronic counting system was introduced in 1997. Koblenz originally applied for the Federal Garden Show in 2013 or 2015. After other cities had been selected for these years and Duisburg had withdrawn its commitment for 2011, Koblenz was awarded the contract for the 2011 organization in January 2004. On July 16, 2005, the city of Koblenz signed the contracts for the organization with the Zentralverband Gartenbau e . V. and founded the "Bundesgartenschau Koblenz 2011 GmbH" on the same day. Two thirds of the shareholders of the GmbH were the city of Koblenz and one third of the Zentralverband Gartenbau e. V. Hanspeter Faas was appointed managing director .

The total budget of the garden show was 102 million euros, of which the state 49 million and the city of Koblenz 28 million. The rest was financed through admission and sponsorship money. Ideas competitions and the completion of a preliminary design followed by summer 2007. The first groundbreaking ceremony took place 999 days before the start of the Federal Garden Show on July 20, 2008 at the Electoral Palace. On October 19, 2008, the baton in the form of a tree was handed over to Koblenz from the completed State Garden Show in Bingen in a boat parade . Buga car

The logo of the Federal Horticultural Show 2011 was a colorful kaleidoscope . Core areas

The 2011 Federal Garden Show comprised three core areas, the “Electoral Palace” and the “Flower Courtyard at the Deutsches Eck” as well as the area on the right bank of the Rhine on the “Plateau des Ehrenbreitstein ”.

The largest area with 27 hectares is on the plateau in front of the Ehrenbreitstein Fortress. A spacious landscaped park was created here as an entrance to the fortress . The forecourt thus enables a "free field of fire" according to historical standards. This free field of fire was then needed to defend the fortress. A diagonal main axis runs across the plateau from the mountain station of the cable car to the entrance to the Ehrenbreitstein Fortress. On the area itself, the visitor will find a grove of orchids , abandoned vineyards , dry biotopes , old orchards and gardens, rare bat species and habitats for endangered animal species on the edges of the slope.

The largest inner-city area is the area around the Electoral Palace with 8.6 hectares. The most important palace complex on the Middle Rhine is oriented towards the city with a garden. There is a restaurant in the castle itself. The garden behind the castle regained its appearance based on the historical Lenné model and was designed in terraces facing the Rhine. The entire facility is equipped with a wide variety of plant species, water areas, fountains, radial step systems and seating walls. It should reflect the splendor of the rulers who used to reside here.

The flower courtyard at Deutsches Eck is the smallest area with 2.2 hectares. It is located behind the Deutsches Eck between the Deutschherrenhaus and Kastorkirche. It is a place of calm and allows the visitor to experience secular and Christian art. Exhibitions and art culture events with sculptures and fields of plants characterize this area, which is divided into three courtyards of roughly the same size.

Urban development

The organization of the Federal Garden Show in Koblenz was of great importance for the city in terms of urban development. It is estimated that in addition to the actual expenses for the garden show grounds, a total of around 500 million euros were invested in the development of the city in order to improve the cityscape and service.

Ehrenbreitstein Fortress

The renovation work on the Ehrenbreitstein plateau was carried out jointly by the State of Rhineland-Palatinate and the “Bundesgartenschau 2011 Koblenz GmbH”. The state, as the owner of the Ehrenbreitstein Fortress , invested 35 million euros in the renovation of the fortress. The fortress glacis has been rearranged, thereby restoring the historical visual relationship. This also included the redesign of the forecourt so that it forms a "free field of fire" again. On the forecourt, a landscape park was created with a network of paths that lead to the entrance to the fortress. This is also where the mountain station of the cable car is located, which brings visitors from the Rhine facilities across the Rhine to the fortress. At the northern end of the forecourt, a wooden viewing platform offered visitors a clear view of the Rhine Valley. In place of the Ehrenbreitstein chairlift , which was located on the east side and connected the Ehrenbreitstein Valley with the fortress, the Ehrenbreitstein inclined elevator went into operation in 2011 .

The upper and lower courtyard, the facades of the fortress structures and their roofs were completely renovated. On the roofs of Contregarde rechts and Ravelin, green areas and flower beds have been created as "Archaeological Gardens of Time" that can be entered by visitors. A restaurant was set up in the Great Traverse at the southern end of the fortress, under which archaeologists found the remains of a 3,000 year old fortification in 2005. The multimedia exhibition “A mountain in transition - 3,000 years of fortified place” was set up in the basement below. The continuous fortification of a place over such a long period of time could not be proven anywhere else in Germany. The "Lange Linie" casemate building, which was bombed in World War II, was restored for the first time. Visitors can now tour areas of the fortress that were previously inaccessible. This also includes the “Stations of Fortress History” opened as a permanent exhibition for the Federal Garden Show with exhibition rooms in the Unnamed tower, cells of the military detention center in the Long Line, the guns, the war latrine and the gunsmith's shop in the Contregarde on the right and the post-war apartment in the Ravelin.

The fortress church at the upper castle courtyard was prepared for the "Church on the BUGA". Tried and tested as a place for contemplation and encounters under the sign of ecumenism , the church remained open as a place for church services and events even after the garden show. The earth-light triptych by the artist Madeleine Dietz, which was installed behind the altar in 2011, also remained .

A spacious adventure playground for children was created in the area of ​​the Pleitenberg plant, which was abandoned . The fortress itself was integrated into this and could thus be saved.

Electoral Palace

By opening the Electoral Palace , an axis was created from the new rail stop in Koblenz Stadtmitte via Schloßstraße through the castle itself to the Rhine. The most important palace complex on the Middle Rhine , which is owned by the Federal Republic of Germany and the seat of various authorities, is partially open to visitors. A restaurant has been set up in the passage area to the castle garden at the rear. The palace garden regained its appearance based on the historical Lennéschem model and was designed in terraces facing the Rhine. The Prussian city wall behind the castle was opened with two additional passages. On the banks of the Rhine, a 100-meter-wide staircase was built, known as the Castle Steps, which was inaugurated on June 11, 2010. The planning of the staircase had to be changed slightly to preserve the sequoia next to the Görres monument.

The prerequisite for redesigning the forecourt was the relocation of the parking spaces. For this purpose, an underground car park with 446 parking spaces was built under the square , which was built by Provinzial Rheinland for 11 million euros and was released on May 17, 2010. An early Roman craftsmen's settlement was discovered during the excavation in October 2008. The redesign of the forecourt for the Federal Garden Show achieved a significant increase in the quality of stay. In addition to one of the main entrances to the Buga, a palace park with spacious beds and wide paths as well as a skater plaza has been created here. People should experience the splendor of the rulers who used to reside here while strolling.

The smallest core area is the flower courtyard at Deutsches Eck in the area of Kastorkirche , Deutschherrenhaus and Deutschem Eck . Here the three courtyards between Kastorkirche and Deutschherrenhaus have been completely redesigned for the Federal Garden Show. During construction work on the Kastor Church, a sensational find was made in November 2008 and an ancient moat was discovered. The four meter wide and still 2.5 meter deep moat of the 100 by 100 meter large fort is the missing evidence of the early Roman settlement of Koblenz, which was previously searched in vain for 150 years in the area of ​​the old town . Rhine and Moselle systems

The banks behind the Deutsches Eck along the Rhine and Moselle were renovated. The Konrad-Adenauer-Ufer has been expanded into a riverside boulevard and made car-free. The southern section of the Rhine facilities was also redesigned, thereby upgrading the landscape park. The water level house was extended by one floor, equipped with a glass roof and functions as a viewing point. There was a dispute between the BUND and the Bundesgartenschau 2011 Koblenz GmbH. The BUND had concerns about the necessary tree felling in the Rhine facilities and around the castle. However, these were resolved in a joint declaration. The flooding in January 2011 posed a particular challenge. The construction work had to be interrupted and some safety measures had to be carried out. The amount of damage caused by the flood is estimated to be in the six-digit range.

The Rheinseilbahn, the world's most powerful cableway, has been operating in Koblenz since July 2, 2010. In order to connect the widely spaced core areas on the left bank of the Rhine and on the Ehrenbreitstein, the largest cable car in Europe outside the Alps was built by the Austrian company Doppelmayr . To do this, the cable car climbs 112 meters in altitude between the two stations using an 890 meter free rope stretched over the Rhine. The valley station is located in the Rhine facilities at the level of the Kastorkirche and the mountain station on the plateau in front of the Ehrenbreitstein fortress. With 18 cabins for 35 passengers per hour each, it can carry around 3,000 people in each direction in normal operation. With a maximum conveying capacity of a total of 7,600 people per hour (at an increased speed of 5.5 m / s), it is unmatched worldwide. It was built as an attraction and ecologically sensible transport connection to the 2011 Federal Horticultural Show. In order not to endanger the UNESCO World Heritage status of the Upper Middle Rhine Valley cultural landscape , it was initially agreed in a concession agreement to operate the cable car until November 2013 and then dismantle it again. However, with the approval of UNESCO, the cable car can be operated until the end of its technically possible service life in 2026.

The Ehrenbreitstein inclined elevator went into operation on April 15, 2011 after a ten-month construction period. Further construction work

On the final weekend, another 40,000 people visited the Federal Garden Show in Koblenz. The conclusion was a fireworks display from Ehrenbreitstein Fortress after the closing event in the fortress park, at which the Buga flag was presented to the International Garden Show 2013 in Hamburg.

Conclusion

In the 185 days, 3,569,269 people visited the Federal Garden Show 2011 in Koblenz. Due to the unexpectedly high number of visitors, it closed with a profit of 13 million euros. The budget of 102 million euros that had been earmarked for the implementation of the Federal Horticultural Show was not completely exhausted. The success is also reflected in the 77,000 season tickets sold - only 36,000 were estimated - and in the high average length of stay of 6.5 hours for visitors. The season ticket holders visited the Federal Garden Show a total of 975,000 times, that is 12.7 visits per season ticket. In addition, 940,000 day tickets were sold.

At 58%, most of the visitors came from Rhineland-Palatinate , followed by North Rhine-Westphalia (13%) and Hesse (6.5%). The strongest group of visitors were 40 to 49 year olds. Almost 60% of the visitors were under 50 years old.

Although it was actually a horticultural show, the urban development that the city of Koblenz achieved is the far greater success of this federal horticultural show. Large parts of the core areas will be preserved as they were prepared for the event and are to be used as local recreation and event areas. After the end of the Federal Garden Show, it was mainly the lush flower beds that disappeared, but also the stages, flower halls, pavilions and other furnishings (e.g. chairs, parasols, stalls, etc.).

On the fortress plateau, the generously created landscape park with the wooden viewing platform is preserved. The new park in front of the Electoral Palace will also remain, but the corolla has been replaced by a lawn, and the long table and the restaurant in the palace will continue to be available to visitors. The same applies to the garden behind the castle, here the gardens will continue to exist untouched. The Kaisersaal and the foyer as well as the adjoining rooms in the palace can be used for events. The car-free area around the German Corner with the three courtyards between the Deutschherrenhaus and Kastorkirche will not lose its character, which was newly created for the Federal Garden Show. The playgrounds newly built in all areas as well as the skating facility in front of the castle will remain permanent remnants of the Federal Garden Show. The castle and fortress plateau areas will remain fenced in to prevent vandalism, but also to be able to charge entry at events.

Since 1.7 million euros were still available from the budget of the Federal Horticultural Show, this money was used to finance some activities on the former Buga site in 2012. After negotiations with Doppelmayr at the end of 2012, the city campaigned for the cable car to be preserved. The operator is also interested in a longer operating time. A corresponding application for longer use has been submitted to UNESCO. However, criticism of continued operation came from the diocese of Trier , because it fears that the Basilica of St. Castor will be impaired . UNESCO decided on June 19, 2013 at the 37th session of the World Heritage Committee in Phnom Penh to allow operation until 2026. The technically longest possible service life ends this year.

The spirit of the Federal Garden Show is kept alive by the annual "Koblenz Garden Culture". The Federal Association of Garden Shows confirmed that “nowhere was there such a sustainable concept as in Koblenz”. The number of visitors and overnight stays has risen continuously in the years following the Federal Garden Show. In 2014, around 600,000 people visited Ehrenbreitstein Fortress, and around 400,000 more visited the fortress plateau. The city of Koblenz maintains the gardens of the former Buga areas in cooperation with voluntary helpers from associations.

criticism

In the run-up to the 2011 Federal Horticultural Show, criticism was voiced that the costs of the major project would overstrain the efficiency of the city of Koblenz and drive the city budget even further into the red. This is also reflected in the close vote of the city council for the alignment. The taxpayers' association also expected a loss in Koblenz after the four previous events in front of the Buga Schwerin had made a total of 40 million euros, Munich alone 13 million euros and Rostock 20 million euros. Contrary to the fears, however, the Federal Garden Show in Koblenz achieved a profit of 13 million euros, which is mainly due to the great success, which is reflected in the unexpected number of more than 3.5 million visitors. At the end of the day, the Minister-President of Rhineland-Palatinate, Kurt Beck (SPD), described the 2011 Federal Garden Show as a “resounding success”. The investments of the state, the city and the companies were sustainable and profitable. According to the taxpayers' association, the 2011 Federal Horticultural Show cost around 112 million euros, of which only 42 million euros were covered by income. The remaining deficit of around 70 million euros is tax financed. The managing director of the Rhineland-Palatinate Federation of Taxpayers, Stefan Winkel, criticizes: "The fact that Koblenz has continued to borrow and that the city budget is burdened with annual interest payments is completely ignored".

Opinions in the population feared that the city would suffocate in traffic chaos in view of the millions of visitors and that the parking lot situation, which had always been tense, would worsen even further. The hindrances caused by the building work, which was widely distributed in the city, also led to a deterioration in mood. The long postponed and necessary construction work has now finally been carried out. The city's tourist highlights have been restored and shine in new splendor. The expected traffic chaos did not materialize. In an interview with the Bonner General-Anzeiger, Koblenz's Lord Mayor Joachim Hofmann-Göttig and the managing director of the Federal Horticultural Show Hanspeter Faas said that the initial great skepticism of the citizens had turned into euphoria in the course of the garden show. Only the parking lot situation remains a downer, because the number has actually decreased and the costs for it have increased.

The Koblenzer Rhein-Zeitung sees the conclusion of the Federal Horticultural Show 2011 that the costs of the Buga put pressure on the city's budget, but it was worth it.
