As in the previous season, the league consisted of twelve teams. In 1965/66 KF Erzeni Shijak was relegated from the category e Parë, for the new season KS Luftëtari Gjirokastra rose again to the first division after a two-year absence. The defending champion was 17 Nëntori Tirana .
The championship was played in a regular season with a round trip. Each team competed twice against each other team. There was no relegation in this season, as the division was increased to 14 teams for the new season. In addition, the rhythm of the game was changed back to the calendar year, so that no first division football was offered in the second half of 1967. On the fourth last match day, the previously undefeated club made an important step towards the title with a 2-1 win in the derby against Partizani Tirana . But one day after the match in front of a record crowd in the Qemal-Stafa-Stadion , a meeting of the national football association FhSF took place. He decided due to the "incorrect appearance" of the teams to score the game with 0: 3 against both clubs. In addition, the last three games of both clubs were each rated 0: 3, so Nëntori lost the title to Dinamo Tirana . For Partizani it was only enough for fifth place because of the deductions. This decision of the association is still incomprehensible today. However, it is strongly believed that it was brought about as a result of government interference. The Dinamo Army Club had not been at the top since 1960 , and now the leadership wished to see Dinamo at the top again. Such a decision is unique in the history of football . They pushed Besa Kavaja and Skënderbeu Korça , who were seventh and eighth last year, to third and fourth place behind Nëntori and the master at the green table. Tied with Korça and Partizani, Vllaznia Shkodra finished sixth with Medin Zhega, the king of the rifle . This was followed by Tomori Berat , Labinoti Elbasan , Lokomotiva Durres , Traktori Lushnja and Flamurtari Vlora . With Luftëtari Gjirokastra was for the fourth time in a row a promoted bottom of the table. Luftëtari benefited from the increase in the league, which is why the class was held anyway.
