List of mayors of Heilbronn
The list of mayors of Heilbronn gives an overview of the mayors of Heilbronn in the imperial city period from 1371 to 1802 and of the town councilors and mayors since the transition to Württemberg in 1803 until today.
The council was founded in 1281
1281–1371: Royal Vogt, mayor, 12 "consules" (councilors) and two "magister civium" (mayors)
The urban constitution of 1281 by Rudolf von Habsburg regulated that in future the king appointed the bailiff and his mayor . Both offices could, however, be pledged and were therefore subject to occupation by representatives of the Württemberg counts. twelve consules (councilors) were responsible for the administration of the community and were formed from the ranks of de melioribus et utilioribus civitatis ( patricians of the city).
The Erer , Feurer , Gebwin , Gerhard , Laemmlin , Liupold , Lutwin and the Wigmar belong to the important families of the Heilbronn patriciate of the 13th and 14th centuries . 1314 a magister civium (mayor) is mentioned for the first time. In 1332 there are two magisters .
Two mayors 1371 to 1551
1371–1552: Two mayors from "citizens" (patriciate) and "community" (non- patrician money dealers , merchants and craftsmen)
Due to the parity constitution of Emperor Charles IV from the year 1371, not only the long-established patricians but also non-patrician merchants and other representatives of the craftsmen had a say. The guilds are dissolved and banned by the constitution of 1371. Since then there have only been loose craft societies , candles and brotherhoods in Heilbronn . In future, the council was formed from 13 patricians and 13 representatives of non-patrician merchants and craftsmen who appointed two mayors from among their number (on an equal footing) who held office together. The members of the city council themselves chose their successors and elected each other every two years.
Three mayors 1552 to 1802
1552 to 1803: Three mayors from the small, inner council "Hasenrat" " (patriciate)
In 1552, Charles V separated the council into the 15-member internal council (Senate of the patricians, so-called rabbit council ) and the 13-member external council (the artisans) through his aristocratic Carolingian order , although the latter had no political function. The inner council was responsible for the city government and supplemented itself, its 15 members (three mayors , four tax owners , eight senators ) were appointed for life and gradually advanced to the office of mayor according to seniority. The three mayors alternated in chairmanship and leadership. Access to the inner council was also geschwägerten nichtpatrizischen people possible so that weddings were often closed for political reasons. The Carolingian order was supplemented and expanded several times, but its main features remained almost unchanged until the city was incorporated into Württemberg in 1803.
A city leader since 1802
Heilbronn was incorporated into the Duchy of Württemberg on February 25, 1803 with the Reichsdeputationshauptschluss and received a new city constitution. As a result, the city parliament and the mayor were appointed by the king in the future . From 1822 onwards, the people of Heilbronn elect their own local council, which in future will be headed by the city council. The title of Lord Mayor was not reassigned until 1874 by King Karl I of Württemberg to Karl Wüst , who had been the city schoolboy since 1869.
