The 1st German People's Council was constituted at the 2nd People's Congress , which took place on March 17th and 18th, 1948 in Berlin. 400 delegates were elected to the body by the delegates of the congress - including 100 from the western zones. On May 30, 1949, he was replaced by the 2nd German People's Council.

Comments on the political groups
The sources on the composition of the 1st German People's Council according to their parliamentary groups are extremely diffuse. In the standard work SBZ manual by Weber / Herbst, only the numbers of the CDU, LDP and SDA parliamentary groups are specifically named. The number of SED members is given as 153. With this number, however, it can be assumed that the members of the mass organizations with SED party membership were also included. The existence of the parliamentary groups mentioned is proven in several sources by their naming in the distribution of seats in the committees of the People's Council. According to the decision of the People's Council at its 4th meeting on October 22, 1948, at the request of both parties, 5 MPs each from the parties DBD and NDPD, which were only founded in 1948, moved up. While 5 completely new MPs moved into the People's Council for the NDPD, 3 new MPs were appointed by the DBD. The VdgB representatives Albrecht and Goldenbaum now also represented the DBD as members of the People's Council from the 5th meeting. A hoped-for seat on the presidium was initially denied to both parties. The 100 MPs from the western zones of occupation were initially not mentioned by name in the SBZ press after the election. Individual members were only named in the course of further meetings of the People's Council. However, many West German MPs asked the press not to be recognized for fear of arrest or professional and social disadvantages.
