Mobile phone parking or m-parking (from English mobile parking ) offers the possibility of paying the parking fee cashlessly by mobile phone without having to use a parking ticket machine .

In order to enable cell phone parking, the respective municipality must commission an operator to provide the necessary infrastructure. The user concludes a contract with the operator, who then settles the parking fees with the customer and pays them to the municipality.

To start a parking process, the user calls the operator or sends an SMS with the individual identifier of the parking space. The parking process begins. In order to end the parking process, the user has to call the operator or write another SMS and thus log off again. In order to be able to check the payment, the supervisor has access to the operator's database. This access can be done via GPRS or UMTS- enabled mobile devices, e.g. B. a mobile phone can be realized.

Advantages and disadvantages

The main advantages for those who park are:

  • Billing is done to the minute.
  • There is no need to go to the machine to buy a parking ticket and back to the car.
  • Depending on the system, the end of the parking does not have to commit to the parking time at the beginning of the parking.
  • You don't need to have any counted change on hand.

Disadvantages are:

  • With some systems you have to register once in advance.
  • Parking can become more expensive due to the SMS costs incurred.
  • If you forget to de-register when you return to the vehicle, the parking fees must be paid until the system is automatically de-registered (usually at the end of the chargeable time in the parking zone).

Austria

The first pilot operations began in Austria in autumn 2002, and this option has been available regularly in some cities since autumn 2003. The systems are not uniform. It is also accepted quite differently by the population of the individual communities. The comparison of the same systems in Linz (2008) and Graz (only in 2009, but more frequent use than in Linz) shows that the population has to be informed with some advertising expenditure, especially at the beginning.

M-Parking / mobile phone parking

Mobile parking (www.handyparken.at) belongs to m-parking Errichtungs-, Betriebs- und Service GmbH , a wholly owned subsidiary of Porr ( PORR Solutions Immobilien- und Infrastrukturprojekte GmbH ). The technical processing is carried out by Siemens Business Services (SBS). The SMS connection, the payment and the website were carried out by Mobilkom Austria , and since the merger in 2010 by A1 Telekom Austria .

In the federal states, the system is operated by M-Parking GmbH. Payment is made with mobiles from Mobilkom Austria , later Orange Austria and since autumn 2008 also from Magenta Telekom and, for a short time, Tele.ring without registering via paybox with the mobile phone bill (A1) or by direct debit. Other mobile phone customers either have to register with paybox or buy an A1 Bank Voucher , electronic money that is credited to a specified mobile phone number by online transfer.

In the federal capital Vienna, the system is operated by the City of Vienna. After registering, you have to top up a parking credit here. Payment can be made via paybox as in the federal states, whereby the top-up can be done via SMS, as well as via direct debit and credit card. In Vienna, it is also possible to book in advance with the time, for example if you want to sleep longer in the morning (parking duration and time are simply separated by a space, e.g. '60 0901 ').

The system is controlled via SMS messages in which at least the parking time is specified and, in some cities, a code for the short-term parking zone. If the city or the license plate does not correspond to the specified default settings, this information can also be provided. The booking is valid as soon as a confirmation SMS is received. It is advisable to keep this for some time in case of possible complaints. Inadvertent payments during the times without parking space management are not recognized and are therefore offset. In addition to the parking fee, the respective SMS fee is charged by the mobile phone operator. The control bodies enter the license plate number into a handheld computer and can thus check whether a parking fee has been paid. If this is not the case, the parking ticket can be issued at least in Vienna using a thermal printer connected via Bluetooth .

Business people can also use this system to buy a parking ticket for their customers via SMS. In the case of the “Shopping-in-the-Wels” partners, these costs are shared between the city marketing and the merchants. About a third of drivers do not know their license plate and have to look. In March 2009 there were around 300,000 registered participants in Vienna and, for the first time, more than a million parking processes via the system.

M-Parking took over the competitor Mobile Parking at the end of 2004 . The systems were originally supposed to be merged. In 2006 the contracts with the municipalities were terminated with effect from 2007. These could have changed with additional investment, which has not happened anywhere.

Several operators are active on the mobile parking competition platform (www.mobil-parken.at). As a rule, users have to register in advance and receive a vignette for identification (exception: Baden). The parking process can all be initiated by calling or using the app.

Mobile Parking (formerly Pioneer)

The company Mobile Parking GmbH ( FN 223782 t, Commercial Court Vienna, formerly: www.mobile-parking.at (switched off) old company information: www.mobile-parking.ch) had started in Tech Gate Vienna . On November 28, 2003 the company received a Mercur recognition award from the Vienna Chamber of Commerce . At the end of 2004, M-Parking GmbH, a wholly-owned subsidiary of Porr ( Porr Solutions Immobilien- und Infrastrukturprojekte GmbH ) and cooperation partner of Siemens Business Services and Mobilkom Austria , bought Mobile Parking GmbH.The company then moved into the Porr skyscraper at Absberggasse 47 .

From February 2005 this system was also tested for a year in Berlin in the districts of Mitte, Charlottenburg-Wilmersdorf and Tempelhof-Schöneberg with the support of the EU's CIVITAS initiative, there in cooperation with SBS and T-Mobile.

Operation was possible by phone call, SMS or WAP. In Berlin, it was only operated by phone during the test phase. Payment was made by bank transfer or direct debit. Vignettes with barcodes were issued to the registered users. These were read by the control organs using a GPRS-compatible cell phone camera, sent to the clearing center and seconds later they received the information as to whether or not the payment had been made.

  • Amstetten (pilot operation: November 1, 2004, end: March 31, 2007)

In 2006, the contracts with the municipalities were terminated by Mobile Parking GmbH , and with new investments the municipalities could have switched to m-parking , but none of them did. The company Porr Solutions Immobilien- und Infrastrukturprojekte GmbH is still of the opinion in an advertising brochure from January 13th, 2009 that 15 locations in Austria (with 14 named names, including the five municipalities mentioned here) and Berlin participate in their system.

Mobile parking

Mobile parking belongs to the city of Wiener Neustadt. The entire system was developed by FOTEC Forschungs- und Technologietransfer GmbH. FOTEC , a subsidiary of FHWN ( University of Applied Sciences Wiener Neustadt ), developed and is also hosted there. The SMS connection is via Magenta Telekom and the web payment via PayUnity .

In order to minimize money transfer expenses, voucher codes were launched in 2011, whereby 100% of the parking fees also reach the City of Wiener Neustadt. In contrast to many other systems, regardless of the method of payment, the parking credit does not lie with the operator. At the customer's request, the system was expanded to include the option of paying by credit card, EPS and PayPal at the end of 2012. In mid-2013, the functionality of neighboring parking was added. The widespread "parking sticker" was replaced by mobile parking and the internal approval processes were optimized at the same time. The system is networked directly with the municipal finance administration KIM and reduces sources of error to a minimum.

Switzerland

On November 8, 2006, Fehraltorf ( Canton Zurich ) was the first Swiss municipality to introduce mobile phone parking. The myHandyTicket solution is based on the "Smarter parking" system from Germany. Billing is accurate to the minute. The system was discontinued at the end of 2011 for economic reasons. Since 2018, some municipalities have integrated the Twint system.

Croatia

The Austrian M-Parking system was first introduced by Mobilkom and Siemens in Europe in Croatia as a pilot project in 2001 in Zagreb . The system has proven itself and was fully implemented in 2002. In the meantime, 17,000 parking spaces are already being operated in ten Croatian cities in Croatia, and the system is still growing. In Croatia, the M-Parking system is uniformly operated by "Hrvatska parking udruga" (the Croatian Parking Cooperative) .
