Paraíso das Águas , officially Município de Paraíso das Águas , is a Brazilian city in the state of Mato Grosso do Sul in the Mesoregion East and Microregion Cassilandia . It is the youngest community in the state and was created by outsourcing from Costa Rica . In 2003 the state government initiated a referendum in the municipalities of Costa Rica, Água Clara and Chapadão do Sul. 96.34% of those eligible to vote were in favor of outsourcing the town. However, Água Clara had the demerger reversed by court order because they feared economic disadvantages. The Federal Supreme Court only overturned this decision in December 2009 and the spin-off was completed.
