First lieutenant

The first lieutenant is a rank of the Federal Armed Forces , the Federal Armed Forces , the Swiss Army and former armed forces . In Austria Oberleutnant is also a term for certain uses in the federal police and the judicial station . In many other armed forces there are comparable, sometimes similar ranks.

The rank of first lieutenant is determined by the Federal President with the order of the Federal President on the rank designations and the uniform of the soldiers on the basis of the Soldiers Act .

Authority to command and positions

In the German Armed Forces, the first lieutenant is an officer rank which , according to the Central Service Regulations (ZDv) A-1420/24 "Ranks and Rank Groups", belongs to the rank group of the Lieutenant . Due to the fact that they belong to the rank group of the lieutenant, first lieutenants can issue orders to soldiers of the rank groups, crews and non-commissioned officers without and with portepee, on the basis of § 4 (“Superiors relationship based on the rank”) of the Superiors Ordinance within the limits set there .

Lieutenants in the raceways of troops service have the basic training of their branch of service (in the army, the three officers' training course to name) already completed or to complete it in the first few months as a first lieutenant and then often serve as the troop military leader . Typical uses are as platoon commander , company operations officer , deputy company commander or aircraft commander . On the other hand, officers of the military technical service are seldom deployed in the aforementioned roles, most likely still in flight service , but mostly serve in specialist departments in specialist areas whose basic features they often already know from their time as NCOs . These first lieutenants deal, for example, with technical issues relating to armaments , logistics and personnel planning , material testing , procedures for material conservation or planning and monitoring flight operations . On the basis of these and similar positions, first lieutenants can issue orders to all officially or professionally subordinate soldiers in the cases listed in the Supervisor Ordinance. Seldom do first lieutenants move up to the company commander. As a unit leader, you are then the disciplinary superior of the soldiers subordinate to you according to the military disciplinary code .

Appointment and remuneration

The decisive basis for the appointment as first lieutenant is contained in the Soldiers' Career Ordinance (SLV) and in addition the Central Service Regulations (ZDv) 20/7. To rank Lieutenant can soldier on time , professional soldiers and ordered reservists are appointed. The prerequisite is membership of the officers' career group . As a rule, the rank can be achieved at the earliest two years after being appointed officer; A position with the rank of first lieutenant is also possible with a qualification corresponding to the employment . Medical and military music officer candidates do not need the rank of first lieutenant according to the SLV. After the license to practice medicine or after the Kapellmeister exam, you advance “directly” from the lieutenant (naval uniform wearer: lieutenant to the sea ) into the rank of captains.

Equivalent, subordinate and superior ranks

Only Army and Air Force uniforms bear the rank of first lieutenant . Navy uniform bearers of the same rank hold the rank of first lieutenant at sea. In the armed forces of NATO , the first lieutenant is equivalent to all ranks with the NATO rank code OF-1.

According to ZDv 20/7, the first lieutenant is placed one rank above the lower rank lieutenant or lieutenant in the sea (first rank designation for army and air force uniforms; second rank designation for naval uniforms). One rank higher are the captain, captain lieutenant (first rank for army and air force uniforms; second rank for naval uniforms) and the equivalent medical officer ranks in the ranks of medical officer, pharmacist and veterinary officer, which differ according to the direction of licensing .

The rank badge of a first lieutenant in the Austrian Armed Forces consists of two gold stars with a gold frame.

In addition, the usage designation Oberleutnant for leading officials (E1) of the executive branch in Austria, including the Federal Police and Justice Guard , is used. Since the guards mentioned are civil bodies that are only organized according to the military model, they are not "police officers", but only use officer ranks as a designation. Incidentally, a direct comparison with the ranks of the armed forces is not possible, since in the Federal Police tasks that are assigned to a low-ranking officer in the military field are to be carried out by officers in charge of duty (E 2a), i.e. members of the middle career level.

The promotion to first lieutenant takes place in Switzerland after Army XXI after completion of the entire training to become a lieutenant (including practical service) and two repetition courses as a lieutenant or after four years as a lieutenant. He then has the function of a platoon leader , a deputy to the company commander or is deployed in a staff as quartermaster . In rare cases, a first lieutenant can also take on a role as chief of service in a battalion headquarters. The degree of first lieutenant is a prerequisite for further training to become a company commander .

The rank badge shows two 3 mm wide stripes in the Swiss Army. In foreign missions he is referred to as First Lieutenant (1Lt). NATO rank code : OF-1a.

More armed forces

In NATO, the first lieutenant has the NATO rank code OF-1 . In the armed forces of the states listed below, the ranking as the highest OF1 rank (below Captain OF2) is almost the same or at least very similar:

The US Army , the United States Air Force and the US Marine Corps know the rank of First Lieutenant (US Soldier grade O-2, NATO rank code OF-1).

National Peoples Army

Based on the Soviet armed forces and the other armed forces of the Warsaw Pact, the first lieutenant was the next higher officer rank in the armed organs of the GDR . In contrast to the NATO armed forces, three officer stars were placed in a triangle on the shoulder piece.

In the NVA Volksmarine this rank was initially called Oberleutnant zur See , but the name was later changed to Oberleutnant .

For officers of the NVA the standard standing time for the promotion from first lieutenant to captain or captainleutnant was three years.

Reichsheer, Reichswehr, Wehrmacht and Waffen-SS

In the Reichsheer, Reichswehr and Wehrmacht, Oberleutnant and Oberleutnant zur See were the highest officer rank in the rank group of the lieutenant. In the NS ranks this rank corresponded to the SS-Obersturmführer or SA-Obersturmführer .

In some earlier German armies of the 19th century, the grading first lieutenant (premier lieutenant) existed before 1871 (still valid in French-speaking Switzerland today) - subordinate (second lieutenant) without the actual grade “lieutenant”.
