The Saint-Étienne Métropole is a French association of municipalities with the legal form of a Métropole in the Loire department . It surrounds the metropolitan area of the city of Saint-Étienne , which also houses the administrative headquarters of the association. The community association consists of 53 communities, its president is Gaël Perdriau.
Historical development
When it was founded on December 21, 1995, the community association was initially a Communauté de communes with Saint-Étienne and 21 other member communities. In the following years, other communities joined, so that when it was converted into a Communauté d'agglomération on December 13, 2000, 34 communities belonged to it. The enlargement by nine municipalities in 2003 and around Andrézieux-Bouthéon and La Fouillouse in 2013 increased the number of member municipalities to 45. With effect from January 1, 2016, the association was transferred to the legal form of a communauté urbaine .
With effect from January 1, 2017, eight more municipalities joined the municipal association as part of the regional reform, which had previously been organized in other associations.
On January 1, 2018, the legal form finally changed to that of a metropolis .
tasks
The competencies required include the development and promotion of economic activities and tourism as well as spatial planning on the basis of a Schéma de Cohérence Territoriale . The community association determines the housing policy. In environmental matters , he operates the sewage disposal and waste disposal and is generally responsible for pollution control. He also runs the road maintenance department and parts of the local public transport / school bus service. In addition, the association builds and maintains cultural and sports facilities and promotes events in these areas.
