The municipality belongs to the Arrondissement Avallon and the canton Tonnerrois ( Ancy-le-Franc until 2015 ).

Villiers-les-Hauts is surrounded by the neighboring communities of Ancy-le-Franc and Fulvy in the north, Chassignelles in the northeast, Nuits in the east and southeast, Étivey in the south, Pasilly in the southwest and Argenteuil-sur-Armançon in the northwest.
