The 2003/04 season was the ECHL's 16th regular season . The 31 teams completed 72 matches each in the regular season . The regular season's team with the highest points were the San Diego Gulls , while the Idaho Steelheads won their first ever Kelly Cup in the play-offs . The league was significantly increased due to the dissolution of the West Coast Hockey League and expanded to the west, so that the name of the league was officially changed from East Coast Hockey League to the abbreviation ECHL. In addition, however, five teams from the ECHL stopped playing.
