The 1977/78 European Cup Winners 'Cup was the 18th draw of the European Cup Winners' Cup. 33 club teams from 32 countries took part, including defending champions Hamburger SV , 25 national cup winners and seven defeated cup finalists (RSC Anderlecht, Lokomotiv Sofia, Paok Saloniki, ÍA Akranes, Glasgow Rangers, Beşiktaş Istanbul and Cardiff City). Cardiff City took part as a cup finalist as the winner of the Welsh Cup 1976/77 with Shrewsbury Town was a team from the English border region. Albania did not provide a team again.

Defending champions Hamburger SV and DFB Cup winners 1. FC Köln , from the GDR FDGB Cup finalist 1. FC Lokomotive Leipzig , from Austria ÖFB Cup winners FK Austria Wien and from Switzerland Cup winners BSC Young Boys participated.

For the third time in a row RSC Anderlecht reached the final. With a clear final victory over Austria Vienna, the Belgians achieved their second triumph after 1976 .

The top scorer together were the Dutchman Ab Gritter from FC Twente Enschede, the German Ferdinand Keller from Hamburger SV and the Belgian François Van der Elst from RSC Anderlecht with 6 goals each.

As usual, the participants played the winner in pure cup mode with home and return matches. If there was a tie after both games, the number of goals scored away decided ( away goal rule ). If their number was also the same, extra time took place in the second leg, in which the away goals rule also applied. If there was still a tie at the end of extra time, a penalty shoot- out was carried out. The final was decided in a game on a neutral court. In the event of a tie after extra time, the winner would also have been determined in a penalty shoot-out.
