Regional and administrative reform in Saarland 1974
With the law on the reorganization of the districts and municipalities of December 19, 1973 , with effect from January 1, 1974, 50 new municipalities were formed from the 345 municipalities in Saarland . The former municipalities are included in the new municipalities as districts with their own local councils . The new communities all have more than 6,000 inhabitants. The city of Dudweiler , which has since been part of the state capital of Saarbrücken as a district , was the largest municipality with around 30,000 inhabitants to lose its independence.
The offices were dissolved.
Changes to the counties
The districts of Homburg and Sankt Ingbert , which formerly belonged to the Bavarian Palatinate , were merged to form the Saar-Pfalz-Kreis (today Saarpfalz-Kreis ) with headquarters in Homburg and the license plate HOM. The city of St. Ingbert became a medium-sized town on April 1, 1974 and - in contrast to the rest of the former district - received the IGB license plate again.
The district of Ottweiler was renamed the district of Neunkirchen . At the same time, the city of Neunkirchen lost its status as a medium-sized town. The new district received the Neunkirchen license plate NK. However, the district administration remained in the former district town of Ottweiler .
The state capital of Saarbrücken was merged with the district of Saarbrücken to form the Saarbrücken city association (today Saarbrücken regional association , license plate SB), the first local association of a special kind in the Federal Republic. Völklingen remained Mittelstadt and thus kept the license plate VK.
The districts of Merzig-Wadern (based in Merzig , license plate MZG), Saarlouis (SLS) and St. Wendel (WND) remained largely unchanged.
New cities and towns
Merzig-Wadern district
The district town of Merzig was expanded to include municipalities from the Merzig-Land offices around Hilringen . The other offices were - with minor changes in area - converted into new large communities.
Beckingen community
At Beckingen came:
- the communities of Düppenweiler , Erhaben , Hargarten, Haustadt , Honzrath , Reimsbach and Saarfels , which are also part of the Beckingen district ,
- from the Losheim office, the municipality of Oppen .
Losheim community
At Losheim came:
- the municipalities of Bergen , Britten , Hausbach , Niederlosheim , Rimlingen , Rissenthal , Scheiden , Wahlen and Waldhölzbach , which also belong to the Losheim district , but without Oppen,
- Mitlosheim municipality from the Weiskirchen office ,
- the municipality of Bachem from the Merzig-Land office .
District town of Merzig
To the city of Merzig came:
- from the Merzig-Land office the municipalities of Bietzen, Brotdorf, Harlingen, Menningen and Merchingen, but without Bachem,
- the municipalities of Ballern, Büdingen, Fitten, Hilhaben, Mechern, Mondorf, Schwemlingen, Silwingen, Weiler and Wellingen,
- the municipality of Besseringen from the Mettlach office.
Mettlach community
To Mettlach came:
- the municipalities of Dreisbach, Faha, Keuchingen, Nohn, Orscholz, Saarhölzbach and Weiten, which also belong to the Mettlach Office, but only a small part of Besseringen,
- the municipalities of Bethingen, Tünsdorf and Wehingen from the Hilringen office.
Perl parish
To Perl (Mosel) came:
- the municipalities of Besch, Borg, Büschdorf, Eft-Hellendorf, Keßlingen, Münzingen, Nennig, Oberleuken, Oberperl, Sehndorf, Sinz, Tettingen-Butzdorf and Wochern, which also belong to the Perl district.
Wadern municipality
To Wadern came:
- the municipalities of Bardenbach, Büschfeld, Dagstuhl, Gehweiler, Krettnich, Lockweiler, Morscholz, Niederlöstern, Noswendel, Oberlöstern, Wadrill and Wedern, which are also part of the Wadern district,
- from the Weiskirchen office the communities Münchweiler, Nunkirchen and Steinberg,
- from the office of Nonnweiler (district of St. Wendel) the communities Buweiler-Rathen and Kostenbach.
Weiskirchen community
To Weiskirchen came:
- from the Weiskirchen office the communities Konfeld, Rappweiler, Thailen and Weierweiler.
Neunkirchen district
The cities of Neunkirchen and Ottweiler were expanded to include surrounding communities. Some communities came from the Eppelborn office to the new community Lebach (Saarlouis district).
Eppelborn community
At Eppelborn came:
- from the Eppelborn office the communities Bubach-Calmesweiler, Dirmingen, Habach, Hierscheid, Humes, Macherbach and Wiesbach.
Other municipalities of the Eppelborn district came to the municipalities of Lebach (Saarlouis district) and Marpingen (St. Wendel district).
Illingen community
To Illingen came:
- the communities of Hirzweiler, Hüttigweiler, Uchtelfangen and Wustweiler, which are also part of the Illingen district,
- the municipality of Welschbach from the office of Schiffweiler.
Merchweiler community
To Merchweiler came:
- from the Wemmetsweiler office, the municipality of Wemmetsweiler.
The community of Heiligenwald, which is also part of the Wemmetsweiler office, came to Schiffweiler.
City of Neunkirchen
To Neunkirchen - now a district instead of a middle town - came:
- from the Wiebelskirchen office the communities Hangard, Münchwies and Wiebelskirchen,
- some parcels of the municipalities of Bexbach, Kirkel-Neuhäusel, Limbach and Niederbexbach (district of Homburg) and Spiesen (Spiesen office).
The Limbach district Bayerisch Kohlhof initially came to the city of Neunkirchen, but was reclassified in 1984 . Preussisch Kohlhof still belongs to Neunkirchen.
City of Ottweiler
The following came to the city of Ottweiler - no longer an official district town, but still the de facto seat of the district administration:
- from the Wiebelskirchen office the municipalities of Fürth im Ostertal and Lautenbach,
- from the St. Wendel-Land office (St. Wendel district) the municipality of Mainzweiler,
- the officially free municipality of Steinbach near Ottweiler.
Schiffweiler community
At Schiffweiler came:
- the municipalities of Landsweiler-Reden and Stennweiler, which also belong to the Schiffweiler Office, but only a small part of Welschbach,
- the municipality of Heiligenwald from the Wemmetsweiler office,
- some parcels of the municipality of Hüttigweiler (Illingen district).
Municipality of Spiesen-Elversberg
The municipality of Spiesen-Elversberg was formed from:
- the two municipalities of the Spiesen district: Spiesen and Elversberg,
- some parcels of the city of Neunkirchen.
Saarlouis district
The offices were converted almost 1: 1 in large parishes. The district town of Saarlouis has hardly been enlarged.
It is worth mentioning here that the municipalities of Bous and Ensdorf left the large municipality of Schwalbach in 1982 . As a result, there are not 50, but 52 municipalities in Saarland today.
City of Dillingen
The city of Dillingen / Saar remained unchanged.
Lebach community
To Lebach came:
- the municipalities of Eidenborn, Falscheid, Hahn, Jabach, Landsweiler, Lebach, Knorscheid, Niedersaubach, but without Primsweiler, also belonging to the Lebach office,
- the municipality of Gresaubach from the Schmelz office,
- from the Eppelborn office (district of Ottweiler) the communities Aschbach, Dörsdorf, Steinbach and Thalexweiler.
In 1977, three years after the regional reform, Lebach received city rights.
Nalbach municipality
To Nalbach came:
- the municipalities of Bilsdorf, Körprich, Nalbach and Piesbach, which are also part of the Nalbach office,
- some parcels of the community Saarwellingen.
Rehlingen municipality
In Rehlingen (today the municipality of Rehlingen-Siersburg ) came:
- the Siersburg office with the communities of Biringen, Eimersdorf, Fremersdorf, Fürweiler, Gerlfangen, Hemmersdorf, Niedaltdorf, Oberesch and Siersburg.
District town of Saarlouis
The following came to the city of Saarlouis :
- some parcels of the municipalities Felsberg (Amt Bisten) and Wallerfangen (Amt Wallerfangen).
Saarwellingen community
At Saarwellingen came:
- the unofficial communities of Reisbach and Schwarzenholz.
Schmelz municipality
To Schmelz (Saar) came:
- the municipalities of Außen, Bettingen, Dorf im Bohnental, Hüttersdorf and Limbach, but without Gresaubach, also belonging to the Schmelz office,
- from the Lebach office the municipality of Primsweiler,
- some parcels of the municipality of Reimsbach (Beckingen district, Merzig-Wadern district),
- from the Weiskirchen office (Merzig-Wadern district) the municipality of Michelbach
Schwalbach community
To Schwalbach (Saar) came:
- the Bous office with the communities of Bous, Elm and Griesborn,
- the unofficial communities Ensdorf and Hülzweiler.
Bous and Ensdorf left in 1982 and from then on form the only one-place communities in Saarland.
Überherrn community
To Überherrn came:
- the municipalities of Altforweiler, Berus, Bisten and Felsberg, which are also part of the Bisten office.
Wadgassen community
To Wadgassen came:
- the municipalities of Differten (including Friedrichweiler), Hostenbach , Schaffhausen and Werbeln, which are also part of the Wadgassen office .
Wallerfangen municipality
The following came to catfish catches:
- the communities of Bedersdorf, Düren, Gisingen, Ihn, Ittersdorf, Kerlingen, Leidingen, Rammelfangen and St. Barbara, which are also part of the Wallerfangen office.
District of St. Wendel
The St. Wendel-Land office was divided into the new communities of St. Wendel, Marpingen and Oberthal. The district town of St. Wendel was also expanded to include communities from the offices of Niederkirchen and Oberkirchen-Namborn. The large community of Freisen was formed from parts of the offices of Oberkirchen-Namborn and Türkismühle.
Freisen municipality
To Freisen (formerly Nohfelden Office) came:
- the municipalities of Asweiler and Eitzweiler from the Nohfelden office,
- from the Oberkirchen-Namborn office the communities Grügelborn, Haupersweiler, Oberkirchen, Reitscheid and Schwarzerden,
Marpingen municipality
To Marpingen (formerly St. Wendel-Land Office) came:
- the municipalities of Alsweiler and Urexweiler from the St. Wendel-Land office,
- from the Eppelborn office (district of Ottweiler) the municipality of Berschweiler.
Namborn municipality
To Namborn (formerly the Oberkirchen-Namborn Office) came:
- the municipalities of Baltersweiler, Eisweiler, Furschweiler, Gehweiler, Heisterberg, Hirstein, Hofeld-Mauschbach, Pinsweiler and Roschberg from the Oberkirchen-Namborn office.
Nohfelden municipality
To Nohfelden came:
- the municipalities of Bosen, Eckelhausen, Eisen, Eiweiler, Gonnesweiler, Mosberg-Richweiler, Neunkirchen / Nahe, Selbach, Sötern, Türkismühle, Walhausen and Wolfersweiler, but without Asweiler-Eitzweiler and Freisen, which also belong to the Nohfelden office (until 1956 : Türkismühle office).
Nonnweiler community
The following came to Nonnweiler :
- the municipalities of Bierfeld, Braunshausen, Kastel, Otzenhausen, Primstal and Sitzerath, which are also part of the Nonnweiler district, but without Buweiler-Rathen and Kostenbach,
- from the Nohfelden district to the community of Schwarzenbach.
Oberthal community
To Oberthal (Saar) (formerly the St. Wendel-Land office) came:
- the municipalities of Gronig, Güdesweiler and Steinberg -ckenhardt from the St. Wendel-Land office.
District town St. Wendel
The following came to the city of St. Wendel :
- from the St. Wendel-Land office the communities Bliesen, Dörrenbach, Niederlinxweiler, Oberlinxweiler, Remmesweiler, Werschweiler and Winterbach,
- from the Niederkirchen office the communities Bubach im Ostertal, Hoof, Marth, Niederkirchen im Ostertal, Osterbrücken and Saal,
- the municipalities of Leitersweiler and Urweiler from the Oberkirchen-Namborn office.
Tholey parish
To Tholey came:
- the municipalities of Bergweiler, Hasborn-Dautweiler, Lindscheid, Neipel, Scheuert, Sotzweiler, Theley and Überroth-Niederhofen, which are also part of the Tholey district,
- some parcels of the municipality Selbach (Amt Türkismühle).
Saar-Palatinate District
Since this part of the Saarland had belonged to the Palatinate until the First World War , there were only a few offices (mayor's offices) in the area of today's Saarpfalz district. The cities of Homburg, St. Ingbert and Blieskastel were expanded to include surrounding communities. Parts of the district of St. Ingbert were merged to form the community Mandelbachtal - the only community in Saarland that is not named after a place. Other parts of the former district came to the Saarbrücken city association.
On July 10, 1989, the spelling of the district was changed to Saarpfalz-Kreis.
City of Bexbach
The following came to the city of Bexbach (district of Homburg):
- the municipality of Niederbexbach from the Limbach office,
- the communities of Frankenholz, Höchen, Kleinottweiler and Oberbexbach,
- some parcels of the Wellesweiler district of the city of Neunkirchen.
City of Blieskastel
The following came to the city of Blieskastel (St. Ingbert district):
- from the Aßweiler office (district of St. Ingbert) the communities of Aßweiler and Biesingen,
- from the Altheim (district of Homburg) the communities Altheim and Neualtheim (today Pinningen),
- from the district of St. Ingbert the communities Ballweiler, Bierbach, Blickweiler, Niederwürzbach and Wolfersheim,
- from the district of Homburg the communities Böckweiler, Breitfurt, Brenschelbach, Mimbach and Webenheim.
Gersheim community
The following came to Gersheim (St. Ingbert district):
- the Rubenheim office (district of St. Ingbert) with the municipalities of Herbitzheim and Rubenheim,
- the office of Medelsheim (district of Homburg) with the communities Medelsheim, Niedergailbach, Peppenkum, Seyweiler and Utweiler,
- from the Breitfurt office (district of St. Ingbert) the municipality of Bliesdalheim,
- from the district of St. Ingbert the municipality of Reinheim,
- from the district of Homburg, the municipality of Walsheim.
District town Homburg
The following came to the district town of Homburg :
- the communities Einöd , Jägersburg , Kirrberg and Wörschweiler .
Kirkel parish
The following came to Kirkel- Neuhäusel (Homburg district):
The Limbach district Bayerisch Kohlhof first came to the city of Neunkirchen, but was reclassified in 1985.
Mandelbachtal community
The community Mandelbachtal was formed from the following communities in the district of St. Ingbert:
- the office of Blieshaben-Bolchen with the communities of Blieshaben-Bolchen and Habkirchen,
- the municipality of Erfweiler-Ehlingen from the Aßweiler office ,
- from the office of Ommersheim the communities Heckendalheim and Ommersheim,
- the communities of Bebelsheim, Ormesheim and Wittersheim.
The seat of the municipality is Ormesheim.
Middle town St. Ingbert
At St. Ingbert - no longer a district, but from April 1, 1974 a central town - came:
- the municipality of Rentrisch from the Brebach district (Saarbrücken district),
- the communities of Hassel, Oberwürzbach and Rohrbach.
Saarbrücken city association
The state capital Saarbrücken was expanded to include surrounding communities. The municipalities of the Ludweiler district came partly to the Mittelstadt Völklingen and partly to the Großrosseln municipality.
On January 1, 2008, the city association became the Saarbrücken regional association.
City of Friedrichsthal
The city of Friedrichsthal (Saar) remained unchanged.
Großrosseln community
To great thrushes came:
- from the Ludweiler-Warndt office, the communities Dorf im Warndt, Emmersweiler, Großrosseln, Karlsbrunn, Naßweiler and St. Nikolaus.
Heusweiler community
The following came to Heusweiler :
- the Heusweiler office with the communities of Holz, Kutzhof, Niedersalbach, Obersalbach-Kurhof and Wahlschied,
- the municipality of Eiweiler, which left the Heusweiler office in 1966.
Kleinblittersdorf municipality
To Kleinblittersdorf came:
- the Kleinblittersdorf office with the communities of Auersmacher, Rilchingen-Hanweiler and Sitterswald,
- from the Brebach office the community of Bliesransbach.
City of Püttlingen
To the city of Püttlingen came:
- the community of Köllerbach formed in 1933.
Quiersche parish
The following came to quarrel :
- the municipalities of Fischbach and Göttelborn,
- from the city of Dudweiler the district of Camphausen.
Riegelsberg community
To the community of Riegelsberg formed in 1939 came:
- the municipality of Walpershofen, which is also part of the Riegelsberg office .
State capital Saarbrücken
The following came to Saarbrücken , a city formed in 1909 :
- the city of Dudweiler (without Camphausen),
- from the Brebach office the municipalities of Bischmisheim, Brebach-Fechingen, Bübingen, Güdingen, Schafbrücke and Scheidt,
- the municipalities of Altenkessel, Ensheim, Eschringen, Gersweiler and Klarenthal, which are not official,
- some parcels of parcels in the municipalities of Fischbach (Quiigart), Kleinblittersdorf (Kleinblittersdorf), Ormesheim (St. Ingbert district) and Riegelsberg (parts of the Güchenbach district).
City of Sulzbach
To the city of Sulzbach / Saar came:
- the St. Ingbert district of Schnappach .
Middle town Völklingen
The following came to the city of Völklingen :
- the municipalities of Lauterbach and Ludweiler from the Ludweiler-Warndt office ,
- some parcels of parcels in the communities of Differten (Wadgassen district, Saarlouis district) and Klarenthal .
