From 1986 to 2000 he was Vice Mayor of Wiener Neustadt, responsible for archives, museums and tourism as well as for construction and transport, among other things. In the role of managing club chairman, he supported projects for the city of Wiener Neustadt, such as the construction of the Arena Nova multifunctional hall in 1994 , the construction of the technical college and the establishment of the TFZ technology and research center.

Schneeberger negotiated for the People's Party at the state level the introduction of preferential votes also at the state level and the principle “name before party”, which resulted in a strengthening of the personality element of the right to vote. As part of a democracy package by the People's Party of Lower Austria, Schneeberger negotiated numerous minority rights for smaller parliamentary groups with the other parties represented in the state parliament. From the 19th legislative period onwards, four MPs will be able to successfully submit applications and current hours instead of the previous six. In addition, from then on, one third of the mandataries of the Lower Austrian state parliament will have the right to institute investigative deficits, to have the auditing of conduct by the audit office and to have the law checked by the constitutional court.

On February 20, 2015, Schneeberger was elected Mayor of Wiener Neustadt with a majority of 22 out of 40 votes in the municipal council. Together with the FPÖ, the Greens, the Wiener Neustadt Social List and the Haberler List, he embarked on the experiment of a “colorful city government”.
