The 1999 season of the Primera División was the 96th season (the 68th of the professional era) of the Uruguayan top division in men's football , the Primera División .

The Primera División consisted of 15 clubs in the championship season of 1993. Compared to the previous season, the league had been increased by three clubs. In addition to the two sporting climbers Club Atlético Cerro and Frontera Rivera , the clubs Deportivo Maldonado , Paysandú Bella Vista and Tacuarembó FC were also given the right to start by the association by means of a license. The teams met twice in a total of 210 championship games played from the beginning of March to the second half of October of that year. Two half-series, the Apertura (first half of the season) and the Clausura ( second half of the season) were played, in which a total of 610 goals were scored. Then in November the Uruguayan champions of the 1999 season were determined in three playoff games between the Apertura champions Nacional Montevideo and the Clausura champions Club Atlético Peñarol . Peñarol also took first place in the season-end overall table due to the better goal difference compared to the tied Team Nacionals. In the three playoff games, after two draws in the first two encounters in the third and decisive clash on November 13, 1999, Peñarol prevailed with a 2-1 victory and became national champions.

The Rampla Juniors had to relegate to the Segunda División . As the worst team of the seasons 1997, 1998 and 1999 composed of relegation, the club had to contest a relegation with the second-placed Liguilla de Ascenso called promotion qualifying round. This was the team of the Racing Club de Montevideo . Because of the planned renewed increase in the top division, the second division champions Juventud and Villa Española as winners of the Liguilla de Ascenso were already eligible for promotion directly to the 2000 season without relegation.

In the relegation to relegation or promotion, Racing prevailed in three games held in December 1999 in the Estadio Parque Central against the Rampla Juniors. The first two relegation games ended in a draw. In the third encounter, too, a penalty shoot-out ultimately led to the decision, which Racing turned 4: 3 in his favor.

Peñarol, Nacional and Bella Vista qualified for the 2000 Copa Libertadores .

The top scorer was Gabriel Álvez from Nacional Montevideo with 24 goals .
