The Türkiye 2. Futbol Ligi 1982/83 was the 20th season of the second highest Turkish league in professional men's football. It was started on September 11, 1982 with the 1st game day and ended on May 29, 1983 with the 30th and final game day.

In the 1982/83 season, the TFF 1st Lig was divided into four groups, each with 16 teams, as in the previous season. There were 16 teams each in the "Group A" (A Grubu), "Group B" (B Grubu) and "Group C" (C Grubu) for promotion to the Süper Lig or against relegation to the then third-class regional amateur leagues .

The top of the table of all four groups rose directly to the higher Süper Lig . Before the start of the season, the Turkish Football Association decided that the second-highest division, which had been played on four tracks since last season, should be reduced to a three-track division again. To achieve this, it was determined that the last five places in the table of all groups should be relegated to the subordinate third-rate regional amateur leagues.

At the start of the season, the 52 teams remaining from the previous season were the three relegated teams from the Süper Lig Eskişehirspor , Göztepe Izmir , Diyarbakırspor and the nine promoted teams from the then third-class regional amateur leagues Galata SK , Süleymaniye Sirkeci SK , Yedikule Gençlik SK , Yedikule Gençlik SK, Feriköy SK , Uşakspor , Çanakkalespor , Kırşehirspor , Konya Ereğlispor have been added.

Karagümrük SK reached the championship of Group A and thus managed to participate in the Süper Lig again after a twenty-year absence . In Group B , Denizlispor reached the championship and thus for the first time in the club's history participation in the Süper Lig. Gençlerbirliği Ankara reached the championship of Group C several weeks before the official end of the season and rose again to the Süper Lig after a thirteen-year absence. The group D finished Orduspor sovereign as champions and took part in the game again after two seasons in the Süper Lig.

At the end of the season, the teams from Group A were Beylerbeyi SK , Davutpaşa SK , Yedikule Gençlik SK , Feriköy SK , Eyüpspor , from Group B the teams Uşakspor , Yeşilova SK , Çanakkalespor , Manisaspor , Tirespor , from Group C the teams DÇ Karabükspor , Konya Ereğlispor , Ankara Demirspor , Amasyaspor , Eskişehir Demirspor and from Group D the teams Hatayspor , Tarsus İdman Yurdu Erkutspor , Sivasspor , Tokatspor , Erzincanspor were relegated.

The club Tarsus İdman Yurdu Spor Kulübü , Tarsus İdman Yurdu for short , changed its name to Tarsus İdman Yurdu Erkutspor before this season . The newly promoted Süleymaniye Sirkeci SK formed before the start of the season through the merger of the two Istanbul district clubs Sirkeci Gençlik Kulübü and Süleymaniye Gençlik Kulübü .
