The Bundestag constituency Paderborn (constituency 137) is located in North Rhine-Westphalia and includes the Paderborn district . The constituency has always been considered a safe stronghold for the CDU , whose candidates have been able to win direct mandates in all federal elections since 1949 . The constituency was redesigned for the 2021 federal election . The town of Schloß Holte-Stukenbrock , which belongs to the district of Gütersloh , moved from the constituency to the constituency of Höxter - Gütersloh III - Lippe II . This changed the name of the constituency from Paderborn - Gütersloh III to Paderborn .

With this, Carsten Linnemann won the direct mandate for the CDU in the Paderborn constituency in the 2009 Bundestag election . Ute Berg (SPD) lost her seat in the Bundestag because her 17th place on the SPD's North Rhine-Westphalian state list was not enough for her to return to the Bundestag.
