The Osnabrück Fire Brigade is a combined professional and voluntary fire brigade and is subordinate to the city administration of Osnabrück . There are also three plant fire departments in Osnabrück .

The Osnabrück fire brigade takes on a variety of tasks within the urban area, including:

history
After Osnabrück was hit by a major fire in 1530 , the fire protection regulations of 1578 provided that a leather bucket was to be kept in every house. In 1655 this was reformed and now stipulated that everyone was responsible for the preventive fire protection of their own property and that every male citizen was obliged to help out in the event of a fire. This was not enough for many citizens, so that the Laischaften lined up Deletes squads and fire engines were from the city, rich merchants procured and guilds.
In 1864 there was a serious fire in a restaurant outside the city. From now on, Turner took over the reins and one year later founded the Turner fire brigade Osnabrück , from which later emerged the city center volunteer fire brigade. As a result, several volunteer fire brigades were founded in the districts, until the city hired its first full-time workers in 1906.
After another major fire in 1926, it was decided to found a professional fire brigade. Together with the volunteer fire brigade, it was converted into the fire-fighting police in 1938 and had to contend with the heavy bombing raids on the city during World War II , during which its own guard was destroyed. In 1946 the professional fire brigade moved to a former barracks where the main fire station is still located today.
New fire station
An expert opinion from 2012 came to the conclusion that the Osnabrück fire brigade, especially in the eastern parts of the city, often cannot meet the legally stipulated aid period of eight minutes for an apartment fire . The city of Osnabrück therefore began planning the construction of a new fire station in the Gretesch district . This is also intended to end the situation in which the fire brigade of the Felix Schoeller plant is sometimes deployed for an initial attack during fire brigade operations in the eastern parts of the city (see section Plant fire brigades ). The foundation stone for the new guard was laid in May 2019 on a property on Nordstrasse. The topping-out ceremony took place on November 21, 2019 and the opening is planned for autumn 2020. Among other things, the Osnabrück fire brigade's respiratory protection workshop will be housed in the new station.

Special missions
The special missions of the Osnabrück fire brigade in recent years include:
- February 18, 2002: Derailment of a freight train in Fledder , leakage and ignition of highly toxic chemicals (including acrylonitrile ) from several tank wagons .
- 17./18. March 2004: Derailment of a freight train in Schinkel , leakage and ignition of propane gas from a tank car. Evacuation of all residents within 500 meters of the scene of the incident. A serious explosion can only just barely be prevented.
- January 2007: Removal of storm damage from Hurricane Kyrill .
- August 2010: Floods in the Osnabrück region due to persistent rainfall from the Cathleen low . The hare and several of its tributaries overflow their banks. Floods cause damage to hundreds of residential buildings as well as railway lines and the Osnabrück branch canal . For the first time since the Second World War, a disaster alarm is issued in Osnabrück.
- May 5, 2016: Major fire in a recycling plant in the port . Fighting the fire in a garbage bunker takes several days.
- September 2018: Support of the extinguishing work for the moor fire in the Emsland .
Professional fire brigade
The professional fire brigade has 15 officers from the middle fire service on the guard shift, as well as 6 officers for the rescue service and 13 administrative staff on working days . In addition, there are civil servants from the senior and senior fire services, who are spread over three management levels :
- C-Dienst : Command service at platoon leader level who is available 24 hours a day at the station and goes out on missions to take over the command of operations.
- B service : leadership service at association leader level ; the officer responsible works on the guard during the day and is on call at night - he leads large operations.
- A service : trunk; these two officers run the fire brigade and are only called in for particularly large operations.
Main fire station
The main fire station of the professional fire brigade was inaugurated in 2000. It is located on Nobbenburger Strasse in the Westerberg district on a plot of over 12,000 m², of which 4019 m² were built on. The construction costs alone amounted to 2.25 million euros, plus a further 7.16 million euros for the technical equipment.
Fire engine
The fire brigade's fire brigade consists of a command vehicle 1 , two HLF 20 and a turntable ladder with cage 23-12 . The workforce consists of the platoon , the “fire protection group ” and the “technology group”. The train is often supported by an ambulance . Reinforcement by an additional turntable ladder or a rescue vehicle is also common.

Ambulance service
The Osnabrück fire brigade is involved in the local rescue service, which accounts for around 15% of the workload. Every officer in the middle fire service of the professional fire brigade is at least a trained paramedic , many have also completed training as paramedics or emergency paramedics . The professional fire brigade manned three ambulances (RTW) and three emergency doctor vehicles (NEF) (non-medical personnel). Two ambulances and two NEF are manned around the clock, the third ambulance and the third NEF each only in day service during the week. On average, an ambulance comes in ten times per shift.
In addition, the three aid organizations Arbeiter-Samariter-Bund (ASB) , Johanniter-Unfall-Hilfe (JUH) and Malteser Hilfsdienst (MHD) as well as the private company Freier Krankentransport Brümmer (FKT) are in the city's rescue service as agents under the NRettDG, each with one 24/7 ambulance and two to three ambulances (KTW) or emergency ambulances (NKTW) are integrated. These move out from their own rescue guards, so that a high degree of achievement of the aid deadline in the urban area is guaranteed in terms of planning. The ASB rescue station is on Frankenstrasse near the Neustadt local fire brigade, the JUH on Brückenstrasse in the Hafen district, the MHD rescue station is located on Mercatorstrasse in the Kalkhügel district and FKT Brümmer is located on Mindener Strasse.
Special forces
- A height rescue team exists for technical rescue in heights and depths and comparable tasks .

Volunteer firefighter
The (as of 2016) 310 volunteer fire brigade has its own fire stations and vehicles. The basic equipment of the seven local fire brigades consists of a fire fighting vehicle (LF), a tank fire engine (TLF) or emergency fire fighting vehicle (HLF) and one or two multi-purpose vehicles (MZF). Some of the fire fighting group vehicles are procured according to the LF 20 KatS standard , some have been adapted to local needs and have replaced the old federal LF 16-TS since 2010 . The emergency fire fighting group vehicles or tank fire engines were previously mostly used in the fire brigade's fire brigade and, after a few years of operation, handed over to the volunteer fire brigade.
Each of the local fire brigades performs one or more special tasks across the city, for which they either have special vehicles ready at the location or, if necessary, manned special vehicles or roll-off containers that are stationed at the main fire station of the professional fire brigade. All local fire brigades have a youth fire brigade , several of them also have a children's fire brigade .

Civil protection
In the event of a disaster , the administrative staff meets . The fire brigade and THW , as well as 172 disaster relief workers from the aid organizations DRK , MHD , JUH and ASB can now be deployed here. In the case of an MANV , a joint SEG rescue is carried out by paramedics from the Osnabrück fire department, the Arbeiter-Samariter-Bund (ASB), the Johanniter-Unfall-Hilfe, the Malteser Hilfsdienst, the Free Ambulance Brümmer (FKT), the German Red Cross, the technical relief organization, various emergency doctors and emergency chaplains, who can set up and operate a treatment center 50.
Warning the population
During the Cold War, Osnabrück had a comprehensive network of 99 mechanical civil protection sirens operated by the federal government. Of these 99 siren locations, the city of Osnabrück was offered 66 sirens for takeover in the 1990s. However, for cost reasons, the city decided against taking over and continuing to operate the Sirens, which were then dismantled. Only two sirens at the Sutthausen primary school and the Voxtrup local fire brigade survived as a reserve to alert the volunteer fire brigade.
To warn the population z. For example, in extreme weather conditions or accidents involving dangerous goods , radio and loudspeaker announcements had to be used. As of recently, warnings can also be issued via the NINA app . However, these methods are considered inadequate by experts because they take too much time, are not fail-safe or do not reach large parts of the population. In November 2017, the city council therefore decided to invest 300,000 euros in the development of a comprehensive network of modern electronic sirens.
Control center
The control center of the Osnabrück fire brigade used to be stationed directly in the main fire station on Nobbenburger Strasse. Two to three dispatchers answered all emergency calls on 112 and coordinated the fire and rescue services in the city. In addition, the fire alarm systems of 250 companies in the area were connected here.
In the course of the reorganization of the control centers in the state of Lower Saxony , a new cooperative regional control center was inaugurated as a municipal institution under public law (kAöR). She is now, together with the police control center , in the district building of the district on Schölerberg and is responsible for fire and rescue services in the city and district of Osnabrück. The control center in the main fire station has only been kept as a reserve since then.

Section leaders
To relieve the regional control center in the event of a disaster , the urban area of Osnabrück has been divided into two operational sections - west and east - since 2010 ; the border is the B 68 road in Osnabrück. These are activated when a particularly large number of operations occur or are expected. Emergency calls are then forwarded from the regional control center to one of the two section control centers (AFS) , sorted according to urgency by the operational section management (EAL) operating there and processed piece by piece.
The AFS are set up like their own small control centers and are manned by members of the volunteer fire brigade when activated. AFS West is located at the Eversburg local fire department and AFS East is located at the Schinkel local fire department.

Plant fire brigades
In addition to professional and voluntary fire brigades, there are three plant fire brigades in Osnabrück :
- WF from Volkswagen Osnabrück (formerly Karmann )
- WF of the KME plant in Osnabrück
- WF of the Felix Schoeller factory in Osnabrück
A special feature is that Felix Schoeller's WF is responsible for its own extinguishing district outside the factory premises in the east of Osnabrück, in which it is deployed like a local fire brigade and is only supported by professional or volunteer fire brigades when required. The fire brigades from VW and KME are also sometimes deployed in the vicinity outside of the factory premises.
