List of BOS control centers
This article deals with control centers in Germany that are operated by authorities and organizations with security tasks (BOS).
General
In the past, every major city and county had its own control center that took care of the acceptance of the emergency call and its processing. An emergency call is made via the telephone numbers 110 ( police ) or 112 ( fire brigade or rescue service ). In the worst case, you have to operate three control centers per area. Sufficient staff (dispatchers) and fail-safe technology must be available for each control center. Often a minimum shift thickness of two dispatchers was defined so that a single dispatcher who might be powerless would not paralyze an entire emergency call area.
In order to reduce costs, individual small control centers can be combined to form large "regional control centers" which then process several areas. In addition, the fire brigade and rescue service can be dispatched from a control center and can therefore also be reached under a single number, which is called "Integrated Control Centers" (ILS). This significantly reduces the personnel and technical expenditure and is intended to reduce unclear situations, as emergency calls that concern the rescue service and are received on 112 do not have to be forwarded to the rescue control center first, which could result in a loss of time and information. With the exception of the Mainz emergency services area and with the exception of the Heidelberg city area, integrated control centers are now the national standard. When police, fire brigade and rescue service emergency calls are processed in a control center, one speaks of a "colorful control center". Colorful control centers are difficult to implement in practice, but can still be implemented, as experience with the cooperative regional control center Weserbergland shows.
Area-wide development of integrated control centers in Bavaria and south-west Germany
Baden-Württemberg
In Baden-Wuerttemberg it is currently not possible to reach an integrated control center nationwide via the emergency number 112. In the independent city of Heidelberg, things are currently faster if you still dial the old, chargeable service number 19222 in the event of medical emergencies. The cause of this emergency call problem with the integrated control center Rhein-Neckar is that this facility was only able to go fully into operation in part of its area of responsibility. The Heidelberg fire brigade answers the emergency number 112 independently and forwards the calls to the ILS for emergency services.
Bavaria
With the law on the introduction of integrated control centers of July 25, 2002, the Free State of Bavaria created the framework conditions for the joint accessibility of the rescue service and fire brigade in Bavaria. Between 2007 and 2013, an integrated control center was established in each of the 26 rescue service areas across the country. The ILSt Munich has only been able to go fully into operation in the urban area to this day, because due to political backing and legal situation (Art. 10 Para. 1 No. 10 ILSG and Ordinance on Alerting Fire Brigades in the District of Munich (MüFwAlV)) an EPZ is constantly manned for the district of Munich still exists. The fire brigades in the Munich district are alerted by her. Since the emergency number 112 from the district is switched to ILS Munich, the FEZ cannot be reached directly by emergency call. ILS Munich and FEZ München Land are directly connected by two dedicated lines.
Rhineland-Palatinate
In Rhineland-Palatinate, a total of eight integrated control centers for fire protection and rescue services will be built. Seven of the eight planned control centers are currently in operation. Trier went into operation in November 2000 as the first ILS in Rhineland-Palatinate. This was followed by Kaiserslautern (February 2006), Bad Kreuznach (January 2007), Montabaur (November 2008), Südpfalz in Landau (February 2010), Koblenz (February 2011) and Ludwigshafen (May 2018). In the Mainz rescue service area, the DRK control center, the control center of the professional fire brigade and a smaller, permanently manned radio operations center have to be merged into an integrated control center at the Mainz BF. The fire departments of the districts of Mainz-Bingen and Alzey-Worms as well as the independent city of Mainz are already connected to the future (but not yet operational) ILS. The fire brigade of the independent city of Worms maintains its own permanently manned operations center until the ILS Mainz is commissioned, where it answers the emergency number 112 itself. In the Mainz emergency service area, the DRK service number 19222 is still valid for the emergency service in addition to the 112 emergency number until further notice. In the past, the number 19222 was generally valid nationwide for the rescue service; With the 112 one often landed at the next police station in rural regions, because from there the so-called initial alarm of the fire brigade was carried out
Saarland
In Saarland, due to the law on the establishment and operation of the integrated control center of the Saarland, the integrated control center should go into operation by January 1, 2009 at the latest. Seven years later, the new rescue control center on Saarbrücken Winterberg has been in operation as an integrated control center since January 1, 2016. After the professional fire brigade Saarbrücken and the association for rescue services and fire brigade alarms Saar (ZRF) could not agree on the details of the initially targeted two-location solution, the integrated control center has now been located on the Winterberg under the sole sponsorship of the ZRF. Alerting and handling fire brigade operations in the Saarbrücken regional association is still carried out by the main operations center of the Saarbrücken professional fire brigade due to a special regulation. The emergency number 112 from all over Saarland is queried centrally on the Winterberg by the ILS, regardless of whether it is dialed from the landline or mobile network.
